This procurement is set aside for DSBSD-certified micro businesses or small businesses, with award priority to micro businesses submitting bids under $10,000, followed by small businesses with bids not exceeding $100,000, provided pricing is deemed fair and reasonable.
Cup soles must comply with SATRA standards, possess thermoplastic rubber (TPR) properties, withstand 1 million flex ratings, adhere to substrates, function in all weather conditions, be sewn to uppers, and feature a textured design. First-quality products only; no seconds accepted. VCE reserves the right to request bid samples prior to award, with vendors required to respond within 48 hours and deliver samples within five calendar days.
Delivery is required within 45 calendar days after award to VCE Coffeewood Correctional Center in Mitchells, Virginia. Pricing shall be quoted on a grand-total basis with unit and total costs for each size, FOB destination including freight. Shipments must be skid-packed with plastic banding or shrink wrapping and delivered during normal business hours (8:00 AM to 1:00 PM, Monday through Thursday) with inside delivery included. Contractor invoices are due 30 days after receipt or delivery, whichever is latest.
All contractors must maintain minimum commercial general liability insurance of $1,000,000, provide drug-free workplace certifications, and comply with Department of Corrections security regulations. Vendors must register in eVA; transaction fees are 1 percent capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses. An ordering option permits VCE to place additional orders at original unit prices within 60 days of award, not to exceed 100 percent of the original quantity.
The solicitation was awarded to Cari Trading Company LLC on September 23, 2026.
