About this opportunity
The Virginia Community College System (VCCS) Shared Services Center is requesting proposals for dosimeter badges and dosimetry tracking services to support Allied Health Programs across 23 VCCS colleges, with proposals due October 14, 2026 at 3:00 PM EST through eVA. A mandatory Small Business Subcontracting Plan targeting 42% of purchases from DSBSD-certified small businesses applies.
The scope covers personnel radiation dosimeters with NVLAP accreditation and optically stimulated luminescence (OSL) or equivalent technology capable of monitoring photon, beta, and neutron exposures; energy compensation filtration; and cumulative lifetime data continuity. Required services include quarterly badge exchanges (monthly for fetal monitoring), replacement badges within five business days, standard exposure reports within ten business days of receipt, and exposure-level notifications within one business day. The awardee must provide an online repository and reporting system supporting badge management, barcode tracking, inventory monitoring, incident and quarterly/annual reports, and monthly fetal reports.
Offerors must hold current NVLAP accreditation, demonstrate SOC 2 Type II certification or equivalent, provide comprehensive security infrastructure details including cloud service provider locations and data center certifications, and confirm compliance with Virginia IT privacy requirements and WCAG/Title II ADA standards. The awardee must have sufficient production capacity to support fluctuating enrollment levels across member colleges.
The contract term is two years with up to four two-year renewals at VCCS's sole discretion. Pricing must include tiered options reflecting varying enrollment and aggregate usage across participating institutions, with set-up fees preferably waived and return-shipping costs included. No minimum annual badge quantity is required; colleges may pause purchases or request single badges as needed. Inquiries are due September 23, 2026. All vendors must register in eVA and comply with applicable vendor transaction fees (1% capped at $500 for DSBSD-certified small businesses, $1,500 for others per order).
