About this opportunity

The Town of Christiansburg, Virginia is requesting proposals for utility on-call engineering services on a term-contract basis with proposals due October 7, 2026 at 3:00 p.m. at Town Hall. No set-aside or preference program applies, though the Town encourages maximum practicable participation of DBE and SWaM businesses without making such participation part of evaluation criteria.

The scope encompasses professional engineering and related services for potable water distribution, wastewater collection and pumping, wastewater treatment, and programmatic compliance on an as-needed, task order basis. Services include planning studies, conceptual design, detailed design, project management, third-party coordination, contract administration, funding application assistance, permitting, surveying, public involvement, and financial analyses. The Town reserves the right to issue task orders for additional utility-related professional services consistent with the contract.

The contract is structured as a master agreement with established hourly billing rates for one or more selected firms, with rates subject to negotiation upon each annual renewal. The annual compensation limit is $2.5 million, with individual task orders capped at $500,000; unused portions do not carry forward to subsequent terms. The initial term is one year, renewable for three additional one-year terms. No guarantee of projects or task orders is made during the contract term. Firms will not compete on price for individual projects; selection for specific tasks remains solely at the Town's discretion.

Evaluation criteria are firm and team experience (25%), personnel experience (30%), contract manager qualifications (15%), organizational capability (25%), and present workload (5%). The Town will conduct interviews and technical presentations with shortlisted firms before establishing final rankings for negotiation. All vendors must register with eVA and comply with Virginia business registration and professional licensure requirements. Projects may utilize local, state, or federal funds and will be subject to applicable funding requirements. Questions were due September 21, 2026.
