About this opportunity

Palm Beach County Water Utilities Department is requesting proposals for continuing engineering services for utility distribution and collection systems under Project No. PBCWUD 26-019, with proposals due July 8, 2026 at 3:30 p.m. The contract carries a mandatory 20 percent Small Business Enterprise (SBE) participation goal, with up to 15 evaluation preference points available based on committed SBE dollar participation.

The scope encompasses planning, engineering, architectural, land surveying, geotechnical, and condition assessment work for distribution and collection systems, lift stations, and pump stations. Prime consultants and all subconsultants must be certified in specified Palm Beach County Consultants' Competitive Negotiation Act (CCNA) categories and registered as vendors in the County Vendor Self Service system prior to proposal due date. The awardee must maintain Professional Liability insurance at $3 million per claim and Commercial General Liability at $500,000. Compensation is structured as hourly rates and/or lump sum fees specified in individual Consultant Services Authorizations (CSAs), with no guaranteed minimum work volume. The County will issue CSAs on an as-needed basis throughout the contract term. Hourly labor rates are subject to audit; annual adjustments after one year require County approval.

The contract term is four years from Board approval date, with up to five firms to be selected. The estimated construction cost for the individual project does not exceed $7.75 million, and professional services fees are capped at $500,000 under Florida Statute 287.055. Proposals must include a Letter of Interest, GSA Form SF 330, questionnaires, OSBD Schedules 1 and 2, and certifications, submitted in nine originals (eight bound and one unbound) plus electronic copies. A non-mandatory pre-proposal meeting was held June 8, 2026 at the Central Region Operations Center, 8100 Forest Hill Blvd., West Palm Beach. Contract award is projected for December 2026.
