About this opportunity
The School Board of Miami-Dade County, Florida is requesting proposals for forensic auditing and cost recovery services related to utility billing under ITN-25-054-VF, with proposals due August 6, 2026 at 1:00 p.m. Eastern Time via Euna OpenBids platform and virtual bid opening at 2:00 p.m. the same day. Compensation is strictly contingency-based — the selected firm receives a percentage of recovered funds or verified cost savings with no upfront or fixed fees paid by the District.
The scope covers comprehensive forensic auditing of utility expenditures across electricity, natural gas, propane, water and sewer, telecommunications, and solid waste and recycling accounts, with a minimum 36-month historical review period or the maximum timeframe allowable under applicable statutes and utility tariffs. The firm must provide real-time, web-based access for District staff, assume full responsibility for identifying billing discrepancies, preparing and submitting claims, negotiating with utility providers, and securing refunds and credits. Proposers must demonstrate successful forensic audit experience with Florida Power & Light, NextEra Energy, FPL Gas, and/or Florida City Gas Company.
The firm must have been regularly engaged in providing these services for a minimum of five years in Florida and must maintain in-state staffing with all personnel physically located in Florida. Minimum qualifications include a local business tax receipt, Florida Department of State registration, SOC 2 Type II compliance or equivalent cybersecurity audit documentation, and at least one lead audit team member holding CEM, CPA, or PE licensure in Florida. Proposers must submit at least three recovery case studies completed within the past five years with evidence of successful claims. The firm is prohibited from selling equipment or capital upgrades but may recommend natural gas supply alternatives where cost savings are demonstrable, subject to District approval.
The anticipated contract start date is November 2026, with an initial three-year term and two one-year renewal options, plus a potential 90-day extension at the District's discretion. The agreement is non-exclusive, allowing other governmental agencies to utilize the same contract terms. The District reserves the right to terminate for convenience with 30 days' notice or immediately if safety or fiscal integrity is jeopardized.
