About this opportunity
Harford County, jointly with the Maryland Department of Transportation, is requesting proposals for professional engineering and design services to develop a shared-use path for bicycles and pedestrians along US Route 40 between Aberdeen and Havre de Grace, with technical proposals due October 16, 2026. This is a qualifications-based selection; pricing will be negotiated separately with the selected firm.
The scope spans approximately 5.1 miles and includes survey work, wetland and tree delineation, deed research, forest stand delineation, utility designation, horizontal and vertical alignment design, roadway design, drainage design, hydrologic and hydraulic studies, stormwater management planning, and NEPA documentation preparation. The contract term does not exceed one year, structured in preliminary investigation phases with interim submission at 70% completion and final submission at 100% completion. The consultant must deliver each phase within 8-week review periods and attend a public meeting to present exhibits following initial submission approval.
Five key staff positions are required: a Project Engineer (PE, minimum 10+ years multi-use trail design experience), Water Resources Engineer (PE, minimum 10+ years hydraulics and hydrology experience), Highway Engineer (PE, minimum 10+ years highway design experience), Environmental Scientist (minimum 10+ years environmental feature identification experience), and Project Surveyor (Professional Surveyor, minimum 10+ years topographic survey experience). Minimum professional liability, commercial general liability, automobile liability, and workers' compensation insurance of $1,000,000 per occurrence is mandatory.
Total funding does not exceed $700,000, with no guaranteed minimum work or funds. The project is funded through Federal Transportation Alternatives Program grant funds, Maryland MDOT Kim Lamphier Bikeways Network Program grant funds, and County funds administered through the Federal Highway Administration and Maryland State Highway Administration. Evaluation criteria assign 40% weight to technical questions, 30% to key staff qualifications, and 30% to work plan. A pre-proposal meeting is scheduled for August 4, 2026 at 9:00 AM EST via Microsoft Teams. Written questions are due August 28, 2026 at 1:00 PM EST through the eMaryland Marketplace Advantage platform. Disadvantaged Business Enterprises, minority-owned, women-owned, and veteran-owned businesses are encouraged to respond; no certification is required for participation.
