About this opportunity
The City of Newport, Oregon is requesting proposals for 30% engineering design services for the US 101 and 9th Street Couplet Project (Project No. 2025-023) under a qualifications-based selection process, with proposals due September 22, 2026 at 5:00 p.m. Pacific Time. This is a QBS procurement under Oregon Revised Statutes 279C.100 to 279C.125, meaning award will be based on qualifications without regard to price, followed by fee negotiations.
The scope encompasses preparation of comprehensive 30% design plans and related deliverables including project management, site assessment, topographic and boundary surveys, pavement evaluation, civil engineering design, utility identification and coordination, right-of-way analysis, and public and property owner outreach. The 30% design must address roadway reconfiguration for a one-way couplet alignment, ADA-compliant pedestrian facilities, protected bicycle lanes, storm sewer improvements, and transit stop relocation. Coordination with the planned US 101/US 20 intersection improvement (TSP Project INT4) is required to ensure compatibility. All team members must hold current Oregon engineering licensures.
Proposers must demonstrate experience with five similar projects completed within the last five years. The contract will be a Professional Services Agreement subject to prevailing wage, tax law, nondiscrimination, and insurance requirements (minimum $2 million professional liability coverage on a claims-made basis).
Proposals are limited to 20 single-sided pages (excluding resumes and certifications) and will be evaluated on introductory letter (5 points), project understanding and approach (35 points), proposed schedule (15 points), experience and references (25 points), team and key personnel (20 points), and optional interview results (20 points, for up to 120 total points). Proposal screening occurs by October 6, 2026, with optional interviews on October 13–14. City Council approval is anticipated November 2, 2026, and Notice to Proceed November 9, 2026. The 30% design is targeted for completion by May 31, 2027.
