About this opportunity

The New York State Energy Research and Development Authority (NYSERDA) is accepting applications through the Upstate Through Wall Heat Pump Demonstration Program, a Request for Qualified Listing (RFQL) with a deadline of October 29, 2026. This procurement seeks multifamily and mixed-use building owners, managers, or operators located in New York State climate zones 5 and 6 to serve as Qualified Demonstration Sites for field trials of Packaged Terminal Heat Pumps (PTHPs). Eligible applicants must operate buildings with five or more consistently occupied dwelling units and possess through-wall openings that meet specific dimensional constraints defined in NYSERDA's companion solicitation (PON 5907). The demonstration sites must be available to begin field demonstration projects no later than Winter 2026, and applicants must commit that PTHP implementation will not result in cost-shifting of heating expenses to residents in affordable housing units. This RFQL operates in conjunction with PON 5907, which covers approved manufacturers who will select demonstration sites as partners for planning and implementing PTHP demonstration projects beginning in the 2026 heating season (October/November 2026). The program is designed to support the Clean Heat for All: Room Heat Pump Program initiative, with field demonstrations serving as a key objective to advance heat pump technology deployment in upstate New York's colder climate zones.

The procurement is restricted to building owners, managers, and operators of multifamily properties meeting the specified eligibility criteria; no additional set-aside designations for disadvantaged enterprises or other specialized bidder categories are mentioned in the available documentation. No incumbent vendors or current contractors are identified in the solicitation materials provided. The program works within New York State's existing infrastructure framework and requires integration with NYSERDA's established demonstration site protocols. No specific award values or budget ranges are disclosed in the posted opportunity information, though interested applicants should consult NYSERDA's website at www.nyserda.ny.gov/funding-opportunities for any additional details, updates, or clarifications regarding program funding and potential financial support for demonstration projects.
