The West Sacramento Area Flood Control Agency (WSAFCA) is requesting proposals for architectural and engineering services to design a deployable above-ground closure structure for the UPRR Window, a flood risk reduction component of the West Sacramento Federal Levee Improvement Project, with proposals due July 21, 2026 at 2:00 p.m. Pacific Time. The scope requires an alternatives analysis and 10% conceptual design addressing geometric levee height and slope deficiencies, seepage, stability, overtopping, and erosion at the UPRR Window located between the I-Street Bridge and extending approximately 200 feet along the Sacramento River levee. Key deliverables include an Alternatives Analysis Memorandum with a decision matrix, a design and constructability workshop presentation, and a complete 10% conceptual design package. The design must coordinate with USACE Sacramento District C1S Design and consider secondary mitigation features such as berms, cutoff walls, or erosion protection as required. The project is federally funded through the 2016 Water Infrastructure Improvements for the Nation Act, with USACE having received approximately $153 million to date for pre-construction engineering and design and construction funds.
