STATEMENT OF PURPOSE

The West Sacramento Area Flood Control Agency (WSAFCA/Agency) is soliciting proposals from qualified firms or individuals ("Proposer") to provide professional engineering services. More details on WSAFCA's needs for this work are provided in the Scope of Work.

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for

Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the WSAFCA pursuant to the terms of this RFP and WSAFCA's contracting procedures, if any is selected, is referred to herein as "Contractor."

1.2. Background

West Sacramento is a vibrant riverfront community centrally located in Northern California. West

Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000.

The West Sacramento Federal Levee Improvement Project (Project) was authorized in the 2016

Water Infrastructure Improvements for the Nation Act. The Project has a current estimated cost of

$2.01 billion. Before the Project received a New Start designation, WSAFCA and State of California

(State) invested nearly $210 million in advanced construction to immediately reduce flood risk to the 55,000 residents, property, and businesses in the City. This advanced construction included the first component of the authorized Project, the Southport Levee Improvement Project, and three segments in the north area of the City. Union Pacific Rail Road tracks and bridge, a proposed solution must identify a solution to correct the height deficiency and identify if solutions to address potential erosion, seepage, and stability repairs are required.

2.1. Scope of Work

The following is a list of tasks that are intended to be the responsibility of the Contractor pursuant to this Request for Proposals ("Scope of Work ").

1.4. SCOPE:

The objective of the scope will focus on development of alternative analysis of existing levee conditions and selection of an alternative for development of full 10% conceptual design for flood risk reduction to the City of West Sacramento to achieve the authorized objectives of the project as identified by the General Reevaluation Report (USACE, 2015). The developed 10% conceptual design documents will be used by USACE and WSAFCA to support final design efforts.

The UPRR Window extends from immediately upstream of the existing I-Street Bridge to downstream of the bridge from approximate Station 55+44 to 57+08 and further detailed in Figure

X. The proposed work will close a gap in the existing levee and present recommended flood control features in this area. This project aims to address deficiencies of the area at the intersection of the levee crown and railroad to mitigate geometric levee height and slope deficiencies, as well as seepage, stability, overtopping, and erosion issues, to reduce the risk of flooding from high-water events on the Sacramento River. The selected mitigation strategy must avoid impacts on railroad operations to the extent practical. The I-Street Bridge railroad lines primarily support Union Pacific

Railroad (UPRR) freight and Amtrak commuter and long-distance passenger rail services.

The work efforts include coordination with the following organizations: USACE, City of West

Sacramento, Central Valley Flood Protection Board, California Department of Water Resources, West

Sacramento Area Flood Control Agency, Reclamation District 900, UPRR and railroad users

(stakeholders). An alternatives analysis will be performed and presented to stakeholders involved to

Each listed alternative in the matrix must provide a complete flood risk reduction system, meeting the authorized objective.

It is preferred that if feasible that the operation of the new rail closure system during high water events be coordinated with the operations of UPRR, the existing closure structure on the west side of the City of West Sacramento along the Yolo Bypass East Levee (the same railroad line crosses the city extents), and integrated during the UPRR coordination design review.

The design for the UPRR Window improvement is intended to provide flood risk reduction and should consider the following:

Develop an above ground closure structure to maintain a consistent Top of Levee (TOL) elevation and reduce the risk of over-topping.

The closure structure must be easily deployable by the reclamation district and UPRR personnel.

Identify if other features required to mitigate other credible failure modes such as berms, cutoff walls, or erosion protection along the waterside levee slope.

Coordinate with the USACE C1S Design, to every extent possible, including any utility relocations and locations of berms or levees.

WSAFCA will provide existing data to the AE and if additional data is needed the AE can submit a request. The AE will review the existing WSAFCA furnished data/material for the project limits, conduct geotechnical investigations and conceptual design, and collect other general data deemed necessary as authorized by WSAFCA. The AE will model and confirm sizing of Geotechnical, H&H, Structural, Civil, and other features for this project and complete all necessary ancillary work required to complete the alternative analysis and conceptual design in accordance with USACE regulations, standards, and requirements.

WSAFCA anticipates that following the conceptual design scope above, that a modification will be issued for development of final (100%) design contract documents and associated package (plans, specifications, design documentation reports, cost estimate, etc.) and provide construction phase services that may be required during construction of the project. Optional tasks will be included in this scope of work to advance design of the UPRR approved alternative.

2. BACKGROUND

The West Sacramento Project is a single objective program to reduce flood risk to the City of

West Sacramento, in Yolo County, California. The project includes seepage, slope stability, geometry improvements, and erosion remediations efforts. The General Reevaluation Report

(GRR), approved and then authorized in WRDA 2016, is dated December 2015 and outlines the authorized plan for the basin.

The UPRR Window at the I Street Bridge was originally part of Segment 3 of the West

Sacramento Project. This portion has been broken out due to the complexity and coordination to be completed with the UPRR and other railroad users. The authorized objective and methods for flood risk reduction are outlined in the GRR.

3. GENERAL REQUIREMENTS

3.1. QUALITY CONTROL:

3.1.1. GENERAL - The AE is responsible for quality control (QC) of the technical products, reports, and submissions produced under this statement of work. The

AE's QC activities must at a minimum consist of:

A. Development and execution of a Quality Control Plan (QCP)

B. Conduct Internal QC including documentation

C. Provide Quality Control Certification (QCC)

D. The AE must allocate any effort necessary to provide the required level of

QC outlined in the approved Quality Control Plan and as needed to comply with all requirements of ER 1165-2-217 through all phases of the work.

Documentation of completion of all phases of quality control must be maintained and be available to WSAFCA upon request.

Specific QC Requirements are described below:

3.1.2. QUALITY CONTROL PLAN (QCP) - The AE must develop a project specific QCP that describes planned QC efforts on submittals, review schedules and milestones, contains review checklists, and a list of task order specific QC review personnel on the review team. The AE must describe the experience and background by including resumes of all QC review personnel and other key personnel and provide justification for their selection on the review team for this project including demonstrating that the review team's experience matches their role on the project

and complies with ER 1165-2-217. The selected team must include a QC review lead, senior reviewers, and all other review team members must include a QC review lead, senior reviewers, and all other review team members must demonstrate minimum 5 years of design experience with levee stability, seepage, and erosion design for flood control project. The QC review lead and senior reviewers must have a minimum of 10 years of experience and be licensed or certified in the discipline they will be reviewing with demonstrated experience on flood control projects of a similar type to that described in the scope of work. Review team members must not be actively involved in the management of or development of analysis or design efforts for which they will provide review. The QC review lead must additionally have demonstrated experience with USACE review practices and procedures. The AE must submit a draft project specific QCP along with the proposal. The AE must submit the final project specific QCP within 7 calendar days of receipt of WSAFCA review comments. The AE must receive approval of the QCP from WSAFCA before proceeding with the effort under this statement of work.

3.1.3.AE Quality Control (QC) - All work products in this statement of work must undergo necessary and appropriate QC by the AE. Documentation of QC activities is required and must be submitted to WSAFCA with each submittal. Peer and QC checks of calculations, reports, specifications, and plans or other products under this SPW must comply with ER 116-2-217 and must include peer and quality control reviews including 'red dot' checks as described in that regulation. Documentation of

QC activities must be maintained by the AE and be available for audit for both interim and final work products with proof that interim products have been reviewed with each interim deliverable. The AE must provide Quality Control

Certification (QCC, also known as DQC Certification) for the final work products with submittals at each major milestone and/or for each completed work product.

3.1.4 Quality Assurance (QA) - WSAFCA in coordination with USACE will perform the quality assurance (QA) and reviews for each submittal. The AE is responsible for reviewing and addressing all comments. The AE is responsible for reviewing and addressing all comments. QA reviews and AE responses to review comments will be fully documented using the AE QC processes, following a comment-response-resolution format. QA may also include audits of the AE QC process and records related to the QC process lead by the AE for compliance with the approved QCP and ER 1165-2-217. Documentation of QA reviews, including responses and fully close out of all comments, must be included with the Quality Control Certification

(QCC) provided for each final work product. The AE must maintain a log of review

comments, and review status of open comments at each design review meeting. In order for WSAFCA to perform adequate QA, additional QC documentation may be requested from the AE to demonstrate appropriate quality control.

3.1.5 Quality Control Certification (QCC) - The AE must certify in a Quality Control

Certification (QCC), accompanying the Final Submittal under this statement of work, that QC procedures outlined in the QCP have been performed and that all concerns identified during QC and internal technical review activities have been resolved. The model QCC is available in ER 1165-2-217. The QCC documentation must be included with each design submittal.

3.1.6 Advanced Modeling Requirements

A. Submit an Advanced Modeling Project Execution Plan (PxP) utilizing the

Advanced Modeling PxP Template from the CAD/BIM Technology Center

(cadbimcenter.erdc.dren.mil) and include all additional documentation required as part of the plan.

B. With the Advanced Modeling PxP submittal, also complete the Advanced

Modeling PxP Checklist for WSAFCA acceptance. Checklist is available on the

CAD/BIM Technology Center website.

C. All requirements for 'Model Uses' for this AE design contract must be followed which is specified in PxP template which include Interface

Management (3D Coordination) and Design Authoring.

D. The level of development in modeling must meet the requirements set forth in the M3 template available on the CAD/BIM Technology Center website and included as part of the PxP submittal to be approved by WSAFCA.

E. Design must adhere to all CAD Standards following AEC CAD Standards 2.2.

3.2. PROGRESS REPORTING:

3.2.1. The AE must prepare progress/status reports to be delivered by the tenth

(10th) of each month. Progress reports must be brief (1-2 pages), describing work performed and a quantitative statement of overall work progress, including percentage of work accomplished on each task by the Prime and Subcontractors

(with DUNS information ) and associated submittal.

3.2.3. The AE must schedule recurring meetings on a weekly basis with the Project

Manager and USACE project team members to report on design progress, bring up and resolve any issues, and discuss any changes that arise during the design process. Additional meetings may occur as needed but minimally must be bi-weekly.

3.3. RESPONSIBILITY AFTER 10% DESIGN COMPLETION:

3.3.1. The AE is required to support WSAFCA should any errors or omissions appear in the documents. The AE will clarify the design intent and correct any errors or omissions. The corrections must be done in a timely manner at no additional cost to

WSAFCA. The AE must incorporate changes on the original drawings and/or CADD drawings, word files or software used in the development of the document, when requested to do so after 10% completion at no extra cost to WSAFCA.

4. DESCRIPTION OF WORK AND SERVICES

Utilizing the Background information and WSAFCA furnished Information, the following is expected to be accomplished through this AE Contract (Specific tasks follow this description of work):

The AE will perform all work required to complete the scope of work outlined in Section 1.4. It is expected the services will generally be completed in the following order:

Complete all work required to develop the Alternatives Analysis Memorandum with a decision matrix for WSAFCA, USACE, and Stakeholders review.

Present developed alternatives in design and constructability workshop with WSAFCA, USACE, and Stakeholders.

Coordinate with UPRR ad other stakeholders in selecting a preferred alternative.

Based on selected alternative, perform all work required to complete 10% design package including all associated documents, reports, and other information.

WSAFCA in coordination with USACE will provide advice, direction, and guidance through progress meetings, and USACE designers may be available in between meetings for ad hoc discussions.

4.1. TASK 1 - PROJECT MANAGEMENT

The AE will provide a qualified project management team that is responsible for the overall project development. The project manager(s) (PM) will be responsible to perform and ensure a qualified individual with the AE performs the following tasks throughout the project:

coordination with WSAFCA, USACE, and agency stakeholders, run meetings, take and provide meeting minutes, maintain a decision log for all significant decisions, oversee the quality control of documents, identify critical path items, provide updates for AE maintained risk register, develop a schedule for project tasks, submittals, reviews, and interim milestones through 10% design identifying critical path items, use the design schedule under Section 5

Submittals and Deliverables to track progress, attend weekly coordination meetings with stakeholders, and coordinate with WSAFCA regarding information or assistance needed from the stakeholders.

Coordination meetings must include at a minimum the project manager, technical lead (aka., engineer of record), and QC lead manager. Other technical roles may be invited as needed for coordination. Meetings must include updates on schedule and progress as well as key communication and challenges.

The AE is responsible for organizing and hosting a Kickoff Meeting with the Stakeholders, specifically to discuss UPRR (and other rail user) coordination. This meeting should include at a minimum WSAFCA Project Manager, USACE Technical Lead (TL), CVFPB/DWR

Representative, AE Project Manager, AE Railroad Coordinator (or similar team member), and the appropriate design team members. This meeting is intended to provide overall project information, describe how the UPRR Window fits into the bigger flood system of West

Sacramento (reach out to USACE TL for support) ad initiate discussion on alternatives that will be analyzed. This will also serve as an opportunity to create communication expectations and partner as a team.

The AE is responsible for producing meeting agenda before meetings and providing meeting minutes after each meeting. The AE is responsible for developing and updating the design schedule for the work and providing a copy to WSAFCA. Progress reports and pay estimates must be developed by the AE.

Provide an organization chart. Include resumes for all key personnel demonstrating sufficient experience in similar roles on USACE projects for the roles assigned. The technical lead must meet the experience requirements of ECB 2018-15, and the project manager must be able to comply with ER 5-1-11 and must have a minimum of 10 years of experience with levee projects.

The AE PM must coordinate all activities to the satisfaction of the WSAFCA PM. WSAFCA

Project Management can provide guidance to the AE PM where work interfaces with other programmatic objectives to identify program priorities, adjust schedules, or otherwise direct the execution of the work outlined in this scope.

Include development of an accident prevention plan (APP) in accordance with the appropriate

ER guidance covering all field activities.

Prior to start of work of other tasks, submit and receive approval for the quality control plan and other documentation required by Section 3.

4.2. TASK 2 - REVIEW OF WSAFCA FURNISHED DATA/INFORMATION /SURVEYS FROM

CONTRACT 1S

The AE will complete initial review of the documents listed in the WSAFCA Furnished

Data/Information above within 21 calendar days of award and provide a list of any additional information required to WSAFCA. The AE will notify WSAFCA if at any time they identify additional information is required to complete the work.

As part of this review, the AE will notify WSAFCA formally in writing if the survey information or utility information needs to be supplemented per the requirements of Section 5 to meet the objectives of the work.

4.3. TASK 3 - ENGINEERING GEOLOGY AND GEOTECHNICAL ENGINEERING SERVICES

The AE must perform all engineering geology and geotechnical engineering services required to support investigation, alternatives evaluation, and conceptual design (10%) of the UPRR

Window. The investigation must be sufficient to determine all subsurface scope features related to structural and seepage design needs. Deliverables to be developed include preparation of a geotechnical data report (GDR) and associated services of sufficient quality to be able to support full design, preparation of a preliminary geotechnical design memorandum (PGDM) supporting the alternatives evaluation and then updating that PGDM for the selected alternative.

Services must be performed in accordance with ER 1110-2-1150 and associated engineering manuals such as EM 1110-2-1913 and SPK Geotechnical Levee Practice SOP-03 as well as project specific design requirements outlined in the "Project-Specific Geotechnical Design

Criteria for Flood Risk Management" memorandum. The geotechnical investigation must include exploratory and laboratory testing programs in accordance with SOP-03 and EM 1110-

2-1913 and which comply with EM 1110-2-1804.

In performance of this task, the AE must designate a Geotechnical Engineer of Record who will oversee all geotechnical work. The Geotechnical Engineer of Record must be a California registered Geotechnical Engineer (GE) and must have a minimum of 10 years of experience, with demonstrated experience with design of flood risk reduction structures including closure structures and levees for the USACE Sacramento District and must have experience coordinating with the railroad entities.

The AE will establish a bi-weekly meeting with appropriate WSAFCA and USACE personnel to communicate progress on the items included in this task, to begin no later than 2 weeks after award as needed. The AE must provide agenda and written meeting notes to WSAFCA within

48 hours of completion of each meeting.

4.3.1. DIPP, Field Exploration and Records, Laboratory Testing and Records

The AE will design and implement a field investigation and laboratory program to characterize the subsurface characteristics of the soils. The geotechnical exploration program must be adequate to support design level analysis and design for the UPRR

Window Improvements and will be documented in a design level geotechnical data report (GDR). The geotechnical exploration plan will also comply with the Historical, Archaeological, and Cultural Resources Requirements section within this task. The program must be summarized in a Drilling and Invasive Program Plan (DIPP) developed and signed by the Geotechnical Engineer or Geologist of Record who will directly oversee the drilling program in compliance with ER 1110-2-1807. The results of the field investigation and laboratory program must be summarized in a Geotechnical Data

Report (GDR) developed and signed by the Geotechnical Engineer of Record and as appropriate he Geologist of Record. Details of the planning, field, and laboratory stages of the program are outlined below:

The AE will be responsible for submitting and receiving approval for a DIPP as required by ER 1110-1-1807. Allow up to 4 weeks for review by WSAFCA in coordination with

USACE after submission, and up to 12 weeks for review after submission to the Risk

Management Center (RMC). Allow 30 days for review by UPRR. The DIPP must be designed to adequately characterize the subsurface conditions at t the designated site for design-level work in accordance with USACE Sacramento District Standard

Operating Procedure 3 (SOP 3), EM 1110-2-1804, and EM 1110-2-1913 as well as applicable portions of AREMA if any. The DIPP approvals must be received prior to mobilizing for any ground disturbing subsurface investigation activities. The location of the explorations will be subject to review and approval by WSFACA in coordination with

USACE.

Existing geologic data and maps be reviewed by a California-licensed Geologist. If deficiencies are identified which may impact design efforts, then the geologic data and mapping must be supplemented with additional office or field studies. Evaluation of existing data and supplemental studies (if any) must be documented in the GDR.

Field Investigation Requirements:

The AE must perform sufficient explorations to characterize the subsurface conditions at UPRR Window for design level work. Exploratory borings may use mud rotary, hollow stem auger, or a combination of both methods. Exploratory

CPTs may also be used, and where used are to be paired with exploratory borings.

A Geophysical method test must also be used and must be directly overseen in the field by a California-registered Geophysicist.

The AE must include a minimum of four (4) explorations extending at least 10 feet into firm or hard stratum known locally as the Riverbank formation, except that

CPTs need not extend past refusal. At least one of the explorations must be an exploratory boring. Refusal criteria will be outlined in the DIPP.

Based on the proposed locations approved by WSAFCA, the AE must prepare a drilling (abbreviated executive summary of work) plan which will include the finalized locations, equipment type and dimensions, depths, sampling intervals and sampling techniques for each exploration. Sampling intervals and spacing of explorations must comply with applicable USACE standards. Due to large file size of the DIPP, the AE will provide abbreviated executive summary (summarized

DIPP) to UPRR Real Estate through the intrusive ROE application for all borings that fall onto UPRR property. The summary will be reviewed by UPRR Structures through the ROE permit process for approval. Allow 30 days complete review. If the summary does not meet UPRR requirements and is not approved in the first round, an additional 30 days will be required. After approval of the summary, a

UPRR agreement will be drafted by UPRR to proceed.

Comply with UPRR requirements listed above for flaggers and equipment

(dimension) to be used.

Exploration and sampling methods as well as transportation of samples must be in accordance with applicable USACE and ASTM procedures and standards (such as EM 1110-2-1804 and related practices such as ASTM D5434, ASTM 6151, ASTM

D1452, and ASTM D5778). The sampling program must include methods for obtaining undisturbed samples. Samples must be stored in an area sheltered from the elements or extremes in heat or cold prior to laboratory testing.

Samples must be in sealed containers and undisturbed samples must be stored and transported in such a way as to avoid disturbance.

Sampling procedures during the drilling operations must include drive / undisturbed tests performed in maximum 2 1/2 foot intervals to a depth of 50 feet or at least 20 feet below the depth of the nearby Sacramento River, whichever is greater, and 5-foot intervals below that depth for the entire depth of the exploration and cleaning out between each sample. include a combination of split spoon and Modified California Samplers (2.4 inch inside diameter) for coarse grained soils; and must include Modified California

Samples and undisturbed samples using Shelby Tubes (minimum of 3 inches in diameter) or similar for fine grained soils.

Small portions of each field sample (sufficient to classify using USCS) shall be retained by the AE for future comparison should any disagreement between field classification and laboratory results occur during the work.

Fine-grained material (silt of clay per ASTM D2488) must be characterized in the field using torvane, pocket penetrometer, or vane shear methods to characterize material strength in an approximate manner for purposes of classification.

CD triaxial compression lab tests, and CU triaxial compression lab tests are used to further characterize design strengths as outlined under laboratory testing.

Where soft fine-grained soils are encountered, field vane shear tests may also be used for in-situ characterization of shear strengths.

Site specific calibration of blow counts must be obtained in accordance with

ASTM D1586 and hammer energy calibration in the field during drilling is required in accordance with ASTM D1586 and hammer energy calibration in the field during drilling is required in accordance with ASTM D4633. Blow counts must be measured and reported for all drive samples. Penetration pressures must be measured and recorded for all push samples.

Upon completion of all soil boring activities, the Contract must survey and report the locations of the borings in NAD 83 datum horizontal control and NAVD 88 datum vertical control. Coordinate with SPK Survey Team to validate Survey

Control.

The AE must obtain all required Right of Entry (ROE) on public areas and on private property after exploration locations have been finalized and prior to any entry for wok. Coordinate with WSAFCA and UPRR in obtaining ROE. Allow at least

30 days to obtain ROE from property owner as needed for work.

The AE must obtain all appropriate utility clearance including contacting

Underground Service Alert (USA North 811) and UPRR Call Before You Dig (Web:

http://www.up.com/cbud; Phone: 1-800-336-9193 Emergencies) a minimum of 72 hours in advance of exploration activities - obtaining positive response from all utilities prior to drilling. In addition to USA North clearance, the AE must perform a field utility clearance verification using a private utility locator using appropriate methods to clear locations prior to drilling. Geophysical methods such as ground penetrating radar (GPR), electromagnetism and other appropriate methods are to be used to provide reasonable assurance that utility strikes will not occur. The AE

Important Notice:

http://www.up.com/cbud and their drilling subcontractor are liable for at-fault utility strikes. Hand clearance of drilling locations using hand auger is allowed.

The AE must obtain all permits for exploration activities required by local, state, or federal regulations as well as those required by UPRR. This may include but is not limited to well drilling permits, encroachment permits, environmental clearances, tribal/archeological clearances, and similar required by City of West Sacramento, Yolo County, and Central Valley Flood Protection Board (CVFPB), or other relevant agencies. Since drilling is occurring for an active federal project a 408 permit is not required but notification and coordination with the CVFPB must still occur through the PDT.

In areas where traffic may need to be re-routed for safety, including pedestrians and bicyclists, the AE will provide traffic control with an approved MUTCD traffic control plan (TCP). Areas requiring traffic control may include bike paths, sidewalks, and roadways per City of West Sacramento encroachment permit guidelines. In addition, the AE is responsible for control of the vicinity of the drilling to maintain public safety and prevent unauthorized access to the work area including providing signs notifying the public of restricted access to the work area. Hours of work may be subject to the requirements of the encroachment permit or require coordination with other contractor operations that may be in the area which may impact available hours of operation.

The AE must notify the WSAFCA a minimum of seven (7) calendar days prior to starting field explorations.

A California Licensed Geologist or Civil Engineering with at least 5 years of experience in accordance with ER 1110-2-1806 must oversee in person all drilling and invasive activities including borings, CPTs and related work. Where logging soils, initial field classification must be in accordance with ASTM D2488 and be compliant with local standards of practice (see the USACE Sacramento District

Geotechnical Branch "Field Manual" and the USACE Sacramento District

"Memorandum for the Sacramento District Geotechnical Engineer Branch, Drilling

Logs, Guidance and Best Practices - Interim Guidance"). Final classification and exploration log details must be in accordance with ASTM D2487 and applicable

USACE guidance in EM 1110-2-1804 as well as the Sacramento District standard of practice. Within 48 hours of completion of an exploration, the associated draft field log must be transmitted to USACE in PDF format. After completion of laboratory testing, final updated logs must be transmitted to USACE. Note the AE may use any logging software capable of producing PDF logs compliant with

USACE standards provided the underlying data is provided with the PDF logs in a

format compliant with ER 1110-2-1804 and ER 1110-1-8178. Use of alternative logging software is permitted provided the data can be uploaded to the authoritative database maintained by USACE (e.g., OpenGround Cloud).

After completion of work, the borings must be immediately backfilled with neat cement grout or a cement-bentonite backfill in accordance with the approved

DIPP and EM 1110-2-1804 as well as local regulations.

Any boreholes left open overnight must be protected in accordance with the

DIPP.

Leftover cuttings must be containerized and disposed off-site, and the drilled area must be cleaned prior to leaving the site, each night. The site must be restored to its original condition as much as practically possible. Disposal of cuttings including any required environmental sampling or testing is the responsibility of the AE. The AE should assume surface cuttings may contain lead or other deleterious substance for purposes of bid.

The primary deliverable for explorations is a boring data package for upload to the authoritative database along with final boring logs. Use of AE selected software is permitted provided data can be provided in a csv format compatible with upload to the authoritative database. Upload or provide finalized verified exploration logs and other information produced using the WSAFCA approved format.

Include appropriate environmental testing to provide preliminary characterization of potential contamination of soils in the near surface to allow for appropriate disposal of drilling waste.

The AE must develop and submit a laboratory testing plan and perform appropriate laboratory tests on samples obtained during drilling to support development of the

GDR and should be sufficiently complete to support final design including associated engineering evaluations.

The AE must coordinate selection of laboratory testing with WSAFCA. Laboratory testing must be performed at a USACE Materials Testing Center (MTC) validated laboratory following ASTM standards.

Prior to performing laboratory testing submit proof of MTC validation along with a laboratory testing plan indicating the type of test, sample to be tested, and justification for the test to WSAFCA for review and approval.

The AE is responsible for transport and storage of soil samples to the laboratory and is ultimately responsible for disposal of samples once they are no longer needed for the project. The AE must budget for storage for a minimum of 5 years. The results of

laboratory testing are submitted with the GDR and must include the results in both PDF and original electronic file format in a form accessible to WSAFCA and USACE.

The final number and distribution of geotechnical laboratory testing must be determined based on field and sample conditions considering the intent of the project.

Testing must be consistent with requirements of EM 1110-2-1804 and EM 1110-2-1913 as well as local standards of practice for flood control features including SOP 3. The testing must include sufficient testing to fully characterize the soil in accordance with the requirements of ASTM D2487 and provide material properties for design.
