About this opportunity
Upper Brushy Creek Water Control and Improvement District is requesting sealed proposals for construction of the Dam 16 Auxiliary Spillway Cutoff Wall in Williamson County, Texas, with proposals due July 30, 2026 at 10:00 a.m. CST — a four-day turnaround from posting. The project is subject to prevailing wage requirements under Texas Government Code Chapter 2258, utilizing Davis-Bacon Act wage rates (General Decision Number TX 20260007, dated May 18, 2026).
The scope encompasses excavation of a 36-inch-wide, 15-foot-deep trench spanning approximately 240 linear feet along the auxiliary spillway control section centerline; installation of an unreinforced concrete cutoff wall with 4,000 psi unconfined strength and chemical admixtures to reduce shrinkage; final grading flush with ground at elevation 730.3 feet; temporary erosion controls; and topsoil placement on all construction-affected areas. Substantial completion is anticipated within 45 to 60 calendar days from Notice to Proceed, with final completion 60 days thereafter.
Evaluation uses a best-value methodology: 50 percent on proposed contract price, 25 percent on key personnel experience and qualifications, and 25 percent on project approach, past performance, and contract times. Offerors must submit a lump-sum price proposal with a bid bond equal to 5 percent of the proposed contract price; performance, payment, and maintenance bonds are required. Proposals must remain open for acceptance for 90 calendar days. The District qualifies as tax-exempt; offerors awarded the contract must identify materials exempt from sales tax and obtain a sales tax permit.
Questions are due July 27, 2026. No pre-proposal conference will be held, but site visits may be coordinated with the District Operations Manager. The District Board of Directors anticipated award approval on August 12, 2026, with Notice to Proceed expected in August 2026. All proposals, addenda, and official notifications are available exclusively through CIVCAST USA.
Opportunity text
Project includes the excavation of a 36-inch, 15 feet deep trench that spans the length of the auxiliary spillway control section centerline (approximately 240 LF) and keys into the auxiliary spillway berms. The unreinforced concrete cutoff wall will be installed in a trenched excavation. The concrete will be of sufficient unconfined strength (4,000psi) and chemical admixtures will be required to be added to the concrete to reduce shrinkage. The top of the wall will be flush with the ground at elevation 730.3 feet. Topsoil placement on all areas affected by construction is required.
