About this opportunity
The Upper Occaquon Service Authority (UOSA), a multi-jurisdictional public body serving Fairfax County, Prince William County, the City of Manassas, and the City of Manassas Park in Virginia, is requesting proposals for a comprehensive classification, compensation, and benefits study covering approximately 191 full-time positions (excluding the Executive Director/CEO), with proposals due September 18, 2026 at 2:00 PM and questions due by September 2, 2026.
The scope encompasses market analysis using specified regional utilities and public-sector benchmarks; in-depth wage compression analysis with mitigation strategies; benefits benchmarking across health, retirement, income security, education, paid leave, parental leave, childcare, and flexible work arrangements; and compensation strategy recommendations with a minimum of three options and an associated Standard Operating Procedure for maintaining the classification system. The study will evaluate UOSA's classification and compensation structures, including special pay, premium pay, and incentive programs, to ensure competitive wages, create or enhance promotion career pathways, and address wage compression.
UOSA targets completion of the majority of work by the end of January 2027 for budgeting purposes, though quality is not to be sacrificed for schedule acceleration. The contract term extends from execution until final project completion.
Proposals must be submitted in two volumes: a Technical Proposal (Volume I) limited to thirty pages excluding cover letters and forms, and a separate Cost Proposal (Volume II) detailing hourly rates, overhead factors, and total project cost. An Evaluation Committee will rank proposals on reputation and qualifications (0–25 points), responsiveness and understanding of requirements (0–25 points), implementation plan and project timeline (0–30 points), and cost (0–20 points). Key personnel as identified in proposals must be provided with no substitutions except for leave, illness, death, or termination; proposed replacements must have comparable qualifications. UOSA reserves the right to conduct reference checks on shortlisted firms and require oral presentations within two calendar weeks of notification. Proposals must remain valid for a minimum of 90 days, automatically extending for an additional 90-day period if award is not made. Pricing shall be firm and fixed for the initial contract period, with any subsequent annual increases limited to the Consumer Price Index for Urban Consumers. Professional Liability Insurance of a minimum $1 million is required. Addendum #1 was released on September 10, 2026; bidders must review it to ensure all modifications are incorporated.
