About this opportunity

The City of Charlotte, North Carolina is requesting proposals for landscaping and tree planting services across multiple city departments and programs, with proposals due July 23, 2026 at 3:00 p.m. through the Bonfire e-Procurement Portal. The city anticipates awarding contracts to multiple firms and has established a Charlotte Business INClusion (CBI) program goal for minority-owned, women-owned, and small business enterprise (MWSBE) participation, with at least one MWSBE-certified firm anticipated to be selected, though this is not guaranteed.

Scope includes neighborhood tree planting in rights-of-way, tree planting on private property through the Canopy Care program, stump grinding, Capital Improvement Plan landscape installations, stormwater landscape installations, and landscape renovations in medians, green spaces, and city-owned facilities. Deliverables encompass site preparation, shrub and perennial installation, turf grass seeding, mulch application, groundcover planting, demolition, and equipment operation. All work must comply with the City of Charlotte Landscape Management Division's Landscape Construction Standards Manual. Contractors must maintain active North Carolina Landscape Contractors Licenses or equivalent certifications, including ISA Arborist certification for tree planting and commercial pesticide applicator licenses for general landscaping work. Contractors are responsible for plant material transportation, one-year warranty-period watering, and plant replacement when die-back exceeds one-third; the city may provide materials on certain projects or require contractor purchase with an approved markup.

Pricing is structured by project type: unit pricing for tree and shrub installation, hourly rates for labor and heavy equipment, tonnage rates for demolition and dump fees, cubic yardage rates for mulch and soil amendments, square footage rates for herbicide and erosion control, and percentage markup on contractor-purchased materials. The initial contract term is three years with one optional two-year renewal. Contract award is subject to City Council approval. A non-mandatory pre-proposal conference is scheduled July 14, 2026 at 9:00 a.m. via Microsoft Teams. Written questions are due July 10 or July 16, 2026, both at 3:00 p.m.
