About this opportunity
The California Military Department's Office of the Adjutant General is requesting bids for underground storage tank monitoring and testing services at four separate military installations across Los Angeles, Monterey, San Bernardino, San Joaquin, and San Luis Obispo counties, with bids due September 21, 2026 at 12:00 PM Pacific and a public bid opening immediately following at 12:15 PM. A Request for Information submission deadline of September 14, 2026 at 5:00 PM Pacific precedes the bid due date. A 5% DVBE incentive (capped at $50,000) is available for verified DVBE participation, and a 5% Small Business preference (also capped at $50,000) applies to certified SB contractors.
The scope encompasses monthly Designated Operator visual inspections, annual employee training, supplemental monthly inspections, and required annual and triennial testing of seven underground storage tanks: two 5,000-gallon F-24 jet fuel tanks at Camp Roberts MATES, one 6,000-gallon and one 10,000-gallon F-24 jet fuel tank at Long Beach CSMS, one 2,000-gallon and one 6,000-gallon diesel tank at Barstow FMS 2, and one 15,000-gallon F-24 jet fuel tank at Stockton AASF. All services must comply with California Code of Regulations Title 23, Chapter 16. Contractors must hold a valid California Contractors State Licensing Board HAZ-Hazardous Substance Removal Certification license and be registered with the Department of Industrial Relations; these are minimum qualifications — bids from non-qualified contractors will be rejected. ICC-certified technicians are required.
The contract term is 14 months, commencing the week of September 20, 2026. Maintenance costs are budgeted at no more than $7,000 per site for the contract period. Bid bonds of at least 10% of bid amount are required for bids exceeding $24,999.99, and performance and payment bonds at 100% of contract value are mandatory. Award will be made to the lowest responsive and responsible bidder. Optional pre-bid job walks are available by appointment prior to the RFI deadline. Bids must be submitted electronically as a single PDF to PWC@cmd.ca.gov with Jordan Bernal copied; late submissions will not be accepted.
