The City of Daytona Beach is requesting proposals for unarmed, uniformed security guard services at Halifax Harbor Marina, 450 Basin Street, with proposals due October 29, 2026, and a pre-proposal meeting on October 2, 2026 at 10:00 a.m. via Microsoft Teams (non-mandatory).
Proposers must hold an active Florida Class D security license and demonstrate a minimum of three years of successful operation prior to submission. Security guards perform continuous monitoring rounds of all docks, issue gate keys, instruct customers on facility locations, provide welcome packets to late arrivals, and complete incident reports. The City provides cell phones, radios, keys, logbooks, the Deggy Guard Tour System, and related equipment; the contractor supplies uniforms, foul weather gear, personnel deterrent items, and transportation in a marked security vehicle. Pricing is submitted on a per-hour rate per security guard basis covering all stated activities, with timesheets required for payment requests.
Evaluation criteria are experience and related expertise (20 points), project approach (30 points), references (30 points), and fee proposal (20 points). Contractors must provide workers' compensation insurance as required by Florida law, commercial general liability coverage with a combined single limit of not less than $1,000,000 per occurrence, and automobile liability insurance. All proposals must include a current W-9 form, drug-free workplace certification, E-Verify compliance documentation, and local vendor affidavit if applicable. Questions are due October 22, 2026 at 5:00 p.m. Submissions are made electronically through OpenGov at www.codb.us/841/Purchasing.
