About this opportunity

Clayton County Public Schools (CCPS) in Georgia is soliciting qualified firms through Request for Proposals (RFP 010-26) to provide comprehensive unarmed security guard services across the district's 67 schools serving over 50,000 students. The procurement encompasses security guard services including access control, patrols, incident monitoring, and emergency response infrastructure, implementation planning, connectivity, hardware, and monitoring capabilities across multiple facility locations throughout Clayton County. Qualified proponents must demonstrate a minimum of three years of experience providing unarmed security guard services for similarly sized organizations and possess all required federal, state, and local licenses and certifications. The evaluation criteria are weighted as follows: executive summary (5%), methodology and technical ability (25%), experience and qualifications of key staff (20%), experience on other projects (15%), organization and financial capability (10%), cost proposal (25%), small local business enterprise considerations (5%), and potential bonus points from oral presentations (10%). Proponents must submit all required documentation including proof of E-Verify compliance, contractor affidavits, evidence of comprehensive general liability insurance of $1,000,000 and automobile liability insurance of $1,000,000, and three to four project references. The pre-proposal conference is scheduled for May 28, 2026, at 10:00 a.m. EST via Zoom, with questions due by June 1, 2026, at 3:00 p.m. EST, and the proposal submission deadline is June 16, 2026, at 3:00 p.m. EST via the Bonfire portal. Responsive proponents may be required to participate in oral presentations and interviews on July 7-8, 2026. The initial contract term is one year with potential for four automatic renewal periods of one year each, terminating on June 30th of each respective fiscal year.

CCPS intends to make one award but reserves the right to make multiple awards or no award. Pricing must be submitted on a Per Employee Per Month (PEPM) basis with hourly, weekend, and holiday rate options for both Security Guard and Supervisory Security Guard positions through the mandatory BONFIRE Bid Table Cost Proposal Form. All proposals must comply with Georgia's Illegal Immigration Reform and Enforcement Act and demonstrate proponent financial capability through audited, reviewed, or compiled financial statements for the three most recent fiscal years. CCPS's inclusivity in purchasing policy favors minority, female, and small local business enterprise (SLBE) participation, with dedicated appendices addressing SLBE required documentation and evaluation considerations. Proponents designated as SLBEs must submit specific compliance documentation as outlined in Appendix D to qualify for the five percent set-aside evaluation points available for small local business enterprise considerations. No incumbent vendors or existing contract values are specified in the solicitation materials provided.
