About this opportunity

The Virginia Department of Transportation is soliciting bids for precast concrete headwalls and wingwalls for Route 3600 Woodlake Pedestrian Tunnels in Chesterfield County under UIFB 161095, with bids due July 20, 2026 at 9:00 a.m. EST via eVA. This procurement carries a set-aside with award priority to DSBSD-certified micro businesses or small businesses — micro businesses qualify for immediate award if their bid is under $10,000 and determined fair and reasonable; small businesses qualify if their bid does not exceed $100,000.

The scope requires furnishing and delivery of precast concrete members with lateral tie capability and anchorage hardware, compliant with VDOT's Quality Control and Quality Assurance program for precast concrete products. The awardee must submit design calculations and approved drawings certified by a Virginia-licensed Professional Engineer within fourteen days of contract award and complete the structure and ready it for delivery within forty-five days of shop drawing approval. The contractor bears all transportation costs, including provision of an OSHA-approved lifting apparatus, and must notify VDOT fifteen days before shipment. Delivery distance must not exceed 600 miles from the contractor's facility to the job site. Bid prices are firm unit prices on a per-item basis; all freight, installation, and ancillary charges must be included with no extra charges allowed.

The contract term runs from award through ninety days. Questions are due July 16, 2026 at 5:00 p.m. EST; no pre-bid conference will be held. The Commonwealth will award to the lowest responsive and responsible bidder. Payment is made within thirty days of invoice receipt and verification of satisfactory goods received under the Virginia Prompt Payment Act. Contractors with more than fifty employees performing work on contracts exceeding $50,000 must participate in E-Verify and comply with standard drug-free workplace, anti-discrimination, and Immigration Reform and Control Act provisions. The eVA vendor transaction fee is one percent of order value, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses.
