About this opportunity

The Board of Regents of the University System of Georgia, on behalf of the University of Georgia, is soliciting Statements of Qualifications from construction management at-risk service providers for Project No. FMD-CP2906-CM MAREX Seawater System Replacement located on the UGA Skidaway campus in Chatham County near Savannah, Georgia. The procurement encompasses the complete replacement of an aging seawater system that supplies critical research infrastructure, including the Aquarium Research Building, Oyster Research Hatchery, and Skidaway Institute of Oceanography. Deliverables include new river intake piping, three 7.5 hp seawater duty pumps, a new seawater filtration system with two 3 hp pumps, instrumentation and control systems, and electrical power modifications for both single-phase and 3-phase requirements. The project scope involves approximately 1,100 feet of supply piping gallery (200 feet on pier and 900 feet buried utilizing 4, 3, 2, and smaller PVC piping), demolition of an existing reinforced concrete gravel filter system, construction of a pre-engineered wind-resistant filtration building, and installation of multiple above-ground valve stations. The system is designed to deliver 100 to 300 gallons per minute of seawater to various campus points of use. The solicitation was posted on May 5, 2026, with a statement of qualifications due date of June 5, 2026.

The solicitation document provided does not specify set-aside designations, restrictions on organization types, disadvantaged enterprise requirements, incumbent vendors, or award value ranges. Additional details regarding evaluation criteria specific to qualifications, bonding requirements, insurance provisions, schedule expectations, and budget parameters are not included in the available procurement summary. Interested firms should refer to the complete solicitation documents or contact the University of Georgia directly for comprehensive requirements, technical specifications, and submission instructions. Given the specialized nature of marine systems engineering and the campus infrastructure integration requirements, prospective bidders should possess demonstrated experience with seawater system design, pump and filtration installation, electrical power system upgrades, and utility coordination in sensitive research environments.

The MAREX Seawater System supplies seawater to the Aquarium Research Building, Oyster Research Hatchery, and the Skidaway Institute of Oceanography. This seawater system is vital to academic and research activities. The MAREX Seawater System is over 15 years old, unreliable, and approaching the end of its useful life. Project Description The UGA MAREX Seawater System Replacement Project includes but is not limited to new river intake piping, 3 new seawater duty pumps at 7.5 hp each, which require minor 3-phase power modifications on the existing RV Savannah pier. The project also includes a new seawater filtration system with 2 new pumps at 3 hp each; instrumentation, control and alarm systems; and related single-phase and 3-phase electrical power system modifications and upgrades. The seawater system is designed to deliver from 100 to 300 gpm of seawater to various points of use on campus employing 4¿, 3¿, 2¿, and smaller piping systems, primarily pvc. Constructed work includes demolition and disposal of a reinforced concrete gravel filter system; a pre-engineered, wind resistant, garage-type filtration system building; and a buried seawater distribution piping gallery with several above ground valve stations. The multiple pipe supply pipe gallery is approximately 1,100 feet long which includes approximately 200 feet on the pier and 900 feet buried.
