About this opportunity

The State of Michigan, through its Department of Technology, Management & Budget Printing Services, is soliciting bids for the production of abandoned vehicle tags. The procurement calls for the printing of 5,000 to 10,000 units of 4 x 8.5 inch tags printed on 60-pound offset fluorescent orange Fasson PSA material with removable adhesive and black ink applied to one side only. Finished products must be trimmed to specification, shrink wrapped in bundles of 100 units, and carton packed with a maximum weight of 40 pounds per carton, with all shipments delivered F.O.B. Destination, prepaid to the General Services Building dock at 7461 Crowner Drive, Lansing, Michigan 48913 during operating hours of 8:00 a.m. to 3:30 p.m., Monday through Friday. Vendors must submit electronic bids online that include complete costs with freight, one high-resolution PDF proof for approval prior to production, and a detailed quote letter with their bid; failure to provide a detailed quote letter will result in disqualification. Award will be based on best price and value to the state, with the lowest bid not automatically receiving the contract if quality concerns or inability to meet requirements exist. The posting date is April 24, 2026, with a bid due date of April 29, 2026. Only prequalified vendors with the State of Michigan Print & Mail Management (PMM) program are eligible to bid, and vendors must be registered with the state and accept Electronic Funds Transfer (EFT) payments.

Bidding is restricted to vendors prequalified with the State of Michigan Print & Mail Management program; no set-asides for disadvantaged enterprises are identified in the solicitation documents. No incumbent vendor information, current contractor details, or specific budget range or award value is provided in the procurement documents. Vendors must comply with all applicable state standard contract terms, including Michigan prevailing wage requirements where applicable, nondiscrimination statutes including the Elliott-Larsen Civil Rights Act and Persons with Disabilities Civil Rights Act, and all federal, state, and local laws. Payment will be made exclusively through Electronic Funds Transfer within 45 calendar days of invoice receipt or final acceptance of deliverables, whichever is later, and the State of Michigan is exempt from federal excise taxes and state and local sales taxes. All materials become the property of the State of Michigan upon delivery, and vendors must provide electronic files in source software format with all revisions, fonts, and images, plus PDF copies.
