About this opportunity

The Tyrone Snyder Public Library in Blair County, Pennsylvania, is seeking sealed bids for a comprehensive library renovation project through the PennBid Program. The procurement opportunity encompasses extensive renovations including selective demolition, cast-in-place concrete work, structural steel framing, thermal insulation, EIFS water drainage systems, EPDM roofing, sheet metal flashing and trim, roof specialties, acoustical panel ceilings, interior painting, electrical upgrades, and HVAC system improvements. The project involves renovating an 8,257 square-foot, one-story assembly occupancy facility located at 1000 Pennsylvania Avenue in Tyrone. A non-mandatory pre-bid conference is scheduled for November 26, 2025, at 11:00 a.m. at the library site, with sealed bids due by 2:00 p.m. on December 16, 2025. Bidders must submit questions about the bidding documents via PennBid no later than seven days prior to the bid receipt date, with responses to be issued through public notices and email notifications to registered bidders.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit a certified check, bank draft, or bid bond payable to the Tyrone Snyder Public Library in an amount equal to 10% of the total bid. The contract includes three optional alternates: Add Alternate #1 for ceiling tile removal and replacement, Add Alternate #2 for a new mini-split HVAC system for the storage building, and Add Alternate #3 for removal and replacement of interior OSB sheeting. Contractors must comply with Pennsylvania Prevailing Wage Act requirements and provide documentation including a Non-Collusion Affidavit, Statement of Bidder's Qualifications, and Public Works Employment Verification Form. The project requires Performance and Payment Bonds each equal to 100% of the contract amount, with a specified timeline of 180 calendar days for Substantial Completion and 210 calendar days for Final Completion. Liquidated damages are set at $500 per calendar day for delays. While a specific budget range is not explicitly stated, the comprehensive nature of the renovations suggests a significant capital investment for the library's infrastructure improvements.
