About this opportunity
The California Department of General Services is requesting sealed bids for removal and replacement of two 245-ton chillers, four pumps, piping, valves, variable frequency drives, and related mechanical equipment at the Department of Veterans Affairs Veterans Home of California in Chula Vista, San Diego County, with bids due October 21, 2026 at 2:00 p.m. and a mandatory pre-bid site inspection on September 23, 2026 at 9:00 a.m. A mandatory 3% Disabled Veteran Business Enterprise participation requirement applies, with a DVBE Incentive program offering up to 5% bid reduction for exceeding participation thresholds; small business preferences of 5% are available for certified small businesses, or non-small businesses may claim 5% preference by subcontracting at least 25% of net bid price to California certified small or microbusinesses.
Bidders must hold a California Contractors' State License Classification B. The scope includes provision of temporary chilled water during construction—temporary air-cooled chiller, pumps, valves, piping, and power—to maintain uninterrupted building operation. A Department of General Services–approved phasing plan is required for utility shutdown. The contract term is approximately 365 calendar days from the date identified in the Notice to Proceed. Bids must be submitted on a lump-sum basis and include all labor, materials, equipment, bonds, insurance, and sales tax. Prevailing wage rates as determined by the Department of Industrial Relations for February 2026 apply. Performance and payment bonds, each in the amount of 100% of the contract price, are required. The contractor must comply with Labor Code prevailing wage requirements, Department of Industrial Relations labor compliance monitoring, and submit Certificates of Reported Compliance for any fleet vehicles subject to California Air Resources Board In-Use Off-Road Diesel Fueled Fleet Regulations. Award will be made within 60 days of bid opening on October 22, 2026 to the lowest responsible bidder and is subject to availability of funds through the State's normal budget process or transfer of funds through the Architecture Revolving Fund. Sealed bids are due before 2:00 p.m. on October 21, 2026, at DGS offices in West Sacramento; the public bid opening will occur on October 22, 2026 at 10:00 a.m., with virtual attendance available.
