About this opportunity
The Louisiana Office of State Procurement is soliciting bids on behalf of the Louisiana Department of Transportation and Development for two Class 8 truck tractors with tandem axles and 52,000 GVWR, with bids due October 14, 2026 at 10:00 AM Central Time via the LaGov vendor portal. A Louisiana preference provision applies to bidders whose Louisiana business workforce comprises at least 50% Louisiana residents; all vehicles must be produced in the United States with at least 50% of component parts produced domestically or featuring a final assembly point in the United States.
Bidders must hold a valid Louisiana Motor Vehicle Commission dealer license, which must accompany the bid or be submitted within ten business days of bid opening; failure to provide licensing documentation results in bid rejection. Bidders must also be registered vendors in the LaGov system and submit a W-9 form if newly registered. The specification calls for new, production-model Class 8 tractors meeting all applicable federal and state safety and emission standards at manufacture. The International HX620 serves as the representative specification for evaluating equivalency of proposed alternatives. Key technical requirements include a 14.8L turbocharged diesel engine rated at 500 horsepower and 1,850 lbs.-ft. torque with biodiesel compatibility, Allison 4500 RDS or Eaton Fuller Endurant transmission, dual air disc brakes with ABS and collision mitigation systems, air ride suspension, 60-inch green/amber light bar meeting SAE J845 Class 1 certification, and comprehensive electrical and safety systems. All units must be fully serviced and road-ready upon delivery with complete documentation including notarized bills of sale, Certificates of Origin, and service manuals. Delivery is required to DOTD Equipment Acquisitions at Building 42F, 7686 Tom Drive, Baton Rouge, Louisiana 70806, on an F.O.B. destination basis with transportation prepaid by the bidder. Bid prices must remain firm for a minimum of 30 days and include all costs; waste tire fees ($2.25–$10.00 depending on tire type) and Louisiana motor vehicle safety inspection stickers are excluded from bid price. The contract may extend for two additional 12-month periods upon mutual agreement, with a maximum total term of 36 months. Award will be made on an all-or-none basis to the overall lowest responsive, responsible bidder. Bidders must identify all exceptions to stated requirements on a dedicated exceptions page prior to award.
