About this opportunity
The City of Livonia Department of Public Works is requesting sealed bids for tree trimming services covering approximately 2,626 trees within public rights-of-way during 2027, with an optional two-year extension through 2029 covering approximately 4,995 additional trees, with bids due November 10, 2026 and a mandatory pre-bid inspection on October 26.
City-based firms may receive preferential consideration under local ordinance when competing bids are within three percent.
The scope encompasses trimming, pruning, removal, and stump removal in city, county, and state rights-of-way located within Livonia, including areas adjacent to residential neighborhoods, boulevards, medians, parks, and city-operated buildings. All work must comply with Tree Care Industry Association, International Society of Arboriculture, National Arborist Association, and ANSI A300 (2017) standards. Contractors must demonstrate minimum five years of continuous municipal tree trimming and removal experience and provide proof of financial capacity. An ISA-certified arborist or certified tree climber must serve as supervisor or crew member. Contractors must maintain public liability and property damage insurance of at least $1 million per occurrence and worker's compensation insurance.
Bidders submit lump-sum proposals via Excel spreadsheet on the MITN website (www.mitn.info) and must accompany each bid with a bid bond equal to five percent of the proposal amount. Bids are firm for sixty calendar days following opening. The contractor must commence work within ten days of contract execution and complete all annual trimming by October 31 of each contract year. Work assignments for residential service requests are issued on a first-in, first-out basis; section pruning and emergency work are charged on time-and-material or per-tree bases as directed by City staff. The City reserves the right to add or delete up to ten percent of the total trees from the amount shown in the proposal and retains the right to reject any or all bids. Questions are due November 4, 2026 to Gus Kandah, Purchasing Manager, at gkandah@ci.livonia.mi.us. Public bid opening will be conducted online via Zoom on November 10, 2026 at 2:00 p.m.
