About this opportunity
The Allegheny County Housing Authority is requesting bids for tree trimming and removal services at HUD-assisted properties under IFB ACHA-1729, with proposals due September 14, 2026 at 10:00 a.m. ET and a pre-bid conference on August 12 at 10:00 a.m. All work must comply with HUD Maintenance Wage Rate Determination.
Services encompass trimming, pruning, crown work, tree removal, stump grinding, root management, and emergency storm response across ACHA's portfolio of 1,410 apartment units, 1,715 senior housing units, and 143 single-family homes throughout Allegheny County. Work must meet ANSI A300 and ANSI Z133 standards. Contractors must respond to emergency calls within two hours by phone and four hours on-site.
Bidders must demonstrate three years of commercial tree service experience, maintain Pennsylvania pesticide licenses where applicable, and carry workers' compensation insurance with $1,000,000 general liability and $1,000,000 professional liability minimums. Employment or retention of an ISA Certified Arborist is preferred.
Pricing is unit-based for tree removals by diameter-at-breast-height classification (0–12 inches, 13–24 inches, 25–36 inches, 37–48 inches, 49+ inches), pruning by intensity level and tree size, and stump grinding by diameter. A separate Supplemental Unit Rate Schedule covering emergency labor, equipment, and overtime rates must be submitted and becomes binding contract pricing but is excluded from bid evaluation. The estimated project inventory includes approximately 160 trees: 15 removals, 137 pruning operations, and 15 stump grindings for evaluation purposes. The guaranteed minimum is $1,500 with a not-to-exceed maximum of $150,000. The initial contract term is one year with up to four optional one-year renewals for a maximum five-year term. The incumbent contractor is BeaverJack Tree Service. Questions are due September 2, 2026 at 12:00 p.m.
