About this opportunity
The California High-Speed Rail Authority is requesting bids on tree removal and disposal services across Fresno and Kings Counties under IFB HSR26-31, with bids due October 9, 2026 at 2:00 p.m. (PST) and written questions due September 30, 2026 at 5:00 p.m. (PST). A 25% Small Business utilization goal (inclusive of a 3% Microbusiness carve-out) and a 3% Disabled Veteran Business Enterprise participation goal apply; a 5% Small Business preference is available to certified California contractors.
The scope covers removal and disposal of approximately 43.04 acres of peach, pistachio, and pomegranate trees from three Authority-owned parcels: Corner of E. Elkhorn Avenue and S. Fowler Avenue in Fresno; Corner of 4th Avenue and Whitley Avenue in Corcoran; and 8455 Kansas Avenue in Hanford. The contractor must provide all labor, materials, equipment, supervision, personal safety gear, applicable planning and protective measures, and reporting. Work methods — full stump removal with possible disking or flush cutting — will be determined by environmental survey inspections. Work hours are Monday through Friday, 6:00 a.m. to 6:00 p.m., excluding state holidays.
The contract term runs from November 1, 2026 through October 31, 2027, with an Authority option to extend for an additional twelve months. Bidders must hold a valid C-49 Tree and Palm Contractor license from the California Department of Consumer Affairs, Contractors State License Board; all subcontractors must possess applicable contractor licenses. Prevailing wage requirements apply per California Department of Industrial Relations determinations. Bids exceeding $25,000 require contractor registration with DIR; bids exceeding $461,000 require bidder security equal to 10% of the total bid amount. Performance bonds equal to 100% of the contract amount are required for bids exceeding $10,000; payment bonds at the same amount are required for bids exceeding $25,000. Insurance requirements include Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million combined single limit), and Workers' Compensation with employer liability limits of not less than $1 million. Award will be made on the basis of lowest responsible responsive bid. The contract is subject to budget appropriation contingencies and may be terminated for convenience with 30 days' written notice.
