About this opportunity
Miami-Dade County Parks, Recreation, and Open Spaces Department and Department of Environmental Resources Management are requesting bids on tree planting services across four commission districts (1, 10, 12, 13) under ITB ITB0000029, with bids due August 21, 2026. The contract is federally funded through the USDA Forest Service Inflation Reduction Act Urban and Community Forestry Program, which displaces Miami-Dade County local preference and small business set-aside provisions; contractors must comply with 2 C.F.R. Part 200, USDA Forest Service grant requirements, and federal civil rights laws.
The scope spans four groups: Group A (District 1 right-of-way, approximately 157 trees), Group B (District 10 right-of-way, approximately 997 trees), Group C (District 13 right-of-way, approximately 164 trees), and Group D (Districts 12 and 13 tree give-away program, approximately 163 trees delivery only). Bidders may bid any or all groups. Plant material includes native species such as black ironwood, silver buttonwood, dahoon holly, and Simpson stopper. Unit prices must be all-inclusive of labor, supervision, transportation, materials, equipment, tools, debris removal, watering, staking, mulch, tree guards, and one-year warranty. Award goes to the lowest priced responsive, responsible bidder per group.
Qualification requirements include two customer references for tree planting services, a competent company representative available 24 hours daily, a minimum of six staff members with one-year plant installation experience, and a valid General Hauler Permit from Miami-Dade Department of Solid Waste Management. Workers' compensation insurance is required; commercial general liability must be at least $1 million per occurrence and $2 million aggregate; automobile liability coverage must be at least $1 million combined single limit.
Work must commence on the first calendar day of the month following Board approval and be completed within 15 to 30 calendar days from the applicable purchase order date. A pre-bid meeting was held August 10, 2026 via Microsoft Teams. Site visits may be coordinated with the County representative. Bids are submitted electronically through INFORMS at supplier.miamidade.gov. Procurement contacts are Brian Spradley, James Boyle, and Manuel Jimenez.
