About this opportunity
The Hawaii Department of Land and Natural Resources, Division of Aquatic Resources is requesting quotes to conduct Stony Coral Tissue Loss Disease treatment trials assessing SCTLD transmission to Hawaiian coral species and evaluating treatment effectiveness, with proposals due September 9, 2026 at 2:00 PM Hawaii Standard Time.
The scope requires assessment of whether established treatments—amoxicillin paste and Ocean Alchemists Base2b—can halt disease progression in Hawaiian corals. The awarded vendor must possess an extensive flow-through system capable of isolating coral fragments, administering treatments, documenting lesion progression, and performing tissue sequencing and bioinformatic analysis. Vendors must demonstrate prior experience with similar work and provide project personnel qualifications with references. Deliverables include a project summary, detailed task descriptions, an itemized budget with narrative, and a proposed payment schedule, all submitted on required Offer Forms (OF-1 and OF-2).
The contract period runs for twelve months from the anticipated Notice to Proceed date in early October 2026 through approximately September 2027, with the option for one six-month no-cost extension by mutual written agreement. Hawaiian corals are anticipated to be delivered to the vendor in February 2027. Funding is limited to Federal Grant funds and subject to availability, with payment upon invoice submission and State acceptance contingent on vendor compliance with Hawaii Compliance Express requirements.
Vendors must be registered with the Department of Commerce and Consumer Affairs and achieve compliance through Hawaii Compliance Express prior to award. All offer preparation costs are the responsibility of the offeror and will not be reimbursed. Questions are due August 31, 2026 at 2:00 PM, with an addendum response date of September 4, 2026. Proposals must be submitted through the State of Hawaii Electronic Procurement System (HIePRO) with fixed-price, all-inclusive pricing.
