About this opportunity
Washington State Department of Health is pursuing a sole-source contract with the Foundation for Health Care Quality to develop, operationalize, and maintain governance structures for the Transformational Repository & Analytics eXchange (TRAX), a public-private shared clinical data resource, with proposals due September 23, 2026.
This is a sole-source procurement. DOH determined that FHCQ possesses unique expertise in healthcare governance, established relationships with Washington healthcare stakeholders, and a demonstrated track record leading statewide initiatives including the Bree Collaborative and Washington Patient Safety Coalition. FHCQ's existing infrastructure enables immediate implementation without onboarding delays, and its specialized experience in convening public-private partnerships and managing complex governance frameworks makes it the only practicable source for meeting TRAX governance requirements within the compressed grant performance timeline.
The scope requires FHCQ to convene stakeholders, formalize agreements, and ensure compliance with state and federal policies. Key deliverables include finalizing an Executive Governance Team charter, developing Memorandums of Understanding for participating organizations, documenting terms and conditions for data use, conducting a minimum of ten EGT meetings per year, and providing quarterly progress reports to DOH executive leadership and the Washington Healthcare Forum Board.
The total contract value is $45,000 for the initial 12-month period from October 1, 2026, through September 30, 2027. DOH retains the option to extend an additional three times in one-year increments subject to funding availability, with extension periods resulting in equal or slightly higher consideration. All funding derives from "Other" sources rather than federal or state funds.
