About this opportunity
The Lane Council of Governments, serving as the contracting body for the Central Lane Metropolitan Planning Organization, is requesting proposals for regional travel demand modeling services on an on-call basis with proposals due September 1, 2026 at 5 p.m. PST and questions due seven calendar days prior. The contract spans six years (October 2026 through September 2032), and DBE participation goals apply based on final contract value and discipline count: no goal for contracts under $100,000 or single-discipline work; 3% for $100,000 or more with two to four disciplines; 8.5% for $100,000 or more with five or more disciplines.
The scope includes maintaining and updating the agency's trip-based travel demand model in Visum, re-estimating the model using Oregon Travel Study household survey data through Python and Larch programming, providing technical support for local transportation planning, coordinating with state and regional partners on activity-based model development, and supporting the 2030 Regional Transportation Plan and Congestion Management Process updates. The prime consultant must self-perform at least 51 percent of contract work. Proposers must demonstrate a minimum of five years of experience in regional travel demand modeling with demonstrated expertise in four-step travel demand modeling, activity-based models, and Visum software.
The anticipated contract value is $500,000 to $550,000. Compensation will be based on fully burdened billing rates and may utilize time and materials, fixed price, or mixed compensation methods. Funding is provided by the Federal Highway Administration, with additional state and local funding possible but not guaranteed. One contract is expected to be awarded. The evaluation period is estimated at 14 calendar days following the proposal due date, with contract start anticipated within 14 calendar days of negotiation completion. Proposers must provide three relevant project references completed within the last three years and complete the required Subcontractor Solicitation and Utilization Report and Conflict of Interest Disclosure Form. All submissions must be emailed to David Grabicki at dgrabicki@lcog-or.gov. No pre-proposal conference will be held.
