About this opportunity

The Texas Parks and Wildlife Department is requesting bids on refuse and trash collection, removal, and disposal services at Ray Roberts Lake State Park Complex in Pilot Point, Texas under IFB No. 802-27-79203, with bids due August 24, 2026 at 2:00 PM Central Time.

The scope encompasses weekly trash pickup across four operational units (Greenbelt Unit, Isle du Bois Unit, Johnson Branch Unit, and associated facilities), with containers ranging from three to four cubic yards for routine service and 25 and 30 cubic yard recycling and temporary roll-off containers available as needed. The contract comprises 30 line items addressing routine services, seasonal adjustments, emergency pickups, and overage fees. Bidders must submit pricing on a per-unit basis for all line items, with unit prices governing in cases of extension errors. Services must be delivered between 8:00 AM and 5:00 PM on designated collection days. Contractors must designate a permanent staff contract manager, maintain suitable trash containers distinguished by color (brown for trash, green for recycling), ensure proper vector and odor control, and hold all applicable federal, state, and local permits and licenses.

Bidders must demonstrate a minimum of three years' experience in trash collection services and submit completed Exhibits A (Company Profile) and B (Past Projects with References) with verifiable references within ten working days of bid evaluation. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability with $500,000 per occurrence limits, and automobile liability coverage of $500,000 combined single limit, with the State of Texas listed as additional insured.

The contract runs from September 1, 2026 through August 31, 2028, with renewal options for three additional one-year periods contingent upon mutual agreement, fund availability, and satisfactory vendor performance. TPWD reserves the right to add or decrease container quantities and pickup frequency based on actual usage, and allows price adjustments based on landfill disposal fee increases with appropriate documentation. TPWD will evaluate bids on qualifications, references, past performance, and best value. Pre-bid site inspections are available through the Park Office Manager. Questions must be directed to Synthia De Hoyos at 512-389-4510 at least five days prior to the bid deadline.
