About this opportunity
The City of Austin is requesting bids on trash and recycling receptacles under IFB 1500 MHR1018, with written questions due September 16, 2026 at 5:00 PM CT and offers due October 1, 2026 at 2:00 PM CT. Best value competition applies with price discounts for Local Businesses and Small Businesses.
The scope requires single and dual trash and recycling receptacles equipped with keyed locking mechanisms, RFID tags for tracking, and identification decals for public guidance. Place of performance spans Travis County and multiple City of Austin jurisdictions.
Evaluation uses best value with firm fixed pricing. Local Business discounts are 5 percent for bids up to $500,000 and 3 percent for bids between $500,000 and $50 million. Small Business discounts are 5 percent for prime bids up to $500,000 and 3 percent for bids above $500,000 to $50 million. Contractors utilizing Certified Small Business Subcontractors representing at least 5 percent of total bid value may receive additional discounts of 2 percent for bids up to $500,000 and 1 percent for bids above $500,000 to $50 million. Offerors qualifying as both Local and Small Businesses receive both applicable discounts for evaluation purposes only. The City will award to the responsible offeror submitting the low responsive bid or best value bid.
The contract commences upon execution and continues until all obligations are performed. The City retains the option to extend beyond the initial term with 30 calendar days' prior written notice. Upon expiration, the contractor agrees to a holdover period not to exceed 180 calendar days unless mutually agreed otherwise in writing. All proper invoices are payable within 30 calendar days of receipt of deliverables or invoice, whichever is later. The contractor must provide insurance as detailed in contract attachments and comply with all applicable federal, state, and local regulations, including non-discrimination requirements under City Code Chapter 5-4.
