About this opportunity

Ontario-Montclair School District is requesting proposals for student transportation services covering field trips and school-sponsored activities under RFP Secondary Bid C-267-360, with proposals due September 22, 2026 at 10:00 a.m. through the District's Bonfire e-Procurement portal. Clarifications must be submitted by September 15, 2026 at 4:30 p.m.

The scope covers transportation of students and District-authorized adults (teachers, aides, chaperones) for field trips and additional District activities throughout the District and surrounding areas, in compliance with California Education Code sections 39802 and 39803. Vehicles required include transit-style buses with storage, ambulatory mini buses, and wheelchair-accessible mini buses as needed. The District will provide routes and student information at least two working days prior to service commencement.

Pricing is the most heavily weighted evaluation factor. Secondary evaluation criteria include the vendor's ability to meet service delivery requirements, California Highway Patrol ratings for contracts within the past five years, driver turnover ratios, and safety and maintenance programs. Bidders must submit detailed pricing using District-provided Bid Forms A or B, specifying rates for various vehicle capacities, five-hour minimums, hourly rates for additional hours, and per-mile rates. Standard cancellations with 24-hour notice incur a cancellation fee; late cancellations require payment for driver time and mileage. Annual price increases are permitted up to 5% or the U.S. Department of Labor Consumer Price Index, whichever is lesser, subject to District approval.

The contract term is one year with optional annual extensions not to exceed five years total. The Board anticipates contract approval on October 15, 2026, with service commencement on October 16, 2026. Rate adjustment proposals are due May 1st for July 1st implementation.

Insurance requirements include comprehensive general liability of $5,000,000 combined single limit, automobile liability of $5,000,000, workers' compensation with employer liability of at least $500,000, sexual abuse or molestation coverage of $3,000,000, and umbrella liability of $10,000,000. Addendum 1 has been posted; all proposal costs are the bidder's responsibility.
