About this opportunity
Orange County, New York's Department of General Services, acting as host agency for the Orange County Transportation Council (OCTC), is requesting proposals for transportation planning consulting services with proposals due September 8, 2026 and questions due July 21, 2026. No incumbent holds this contract, and no DBE participation goals have been established.
The scope encompasses program management and planning services for Federal and New York State-funded transportation programs, with primary focus on OCTC's Unified Planning Work Program (UPWP) and secondary assistance with transit planning. Key deliverables include general administration and grant support, long-range transportation plan development, UPWP management, transportation improvement program development, congestion management planning, complete streets planning, data collection and modeling, public involvement support, non-motorized transportation planning, and corridor and feasibility studies including the Orange & Dutchess Transportation Access & Mobility Study. The consultant must comply with April 2024 ADA Title II amendments and WCAG 2.1 Level AA accessibility standards for all web, software, and hardware solutions, submit current Accessibility Conformance Reports (ACR/VPAT), and comply with Orange County's Artificial Intelligence Policy throughout the contract term.
The contract is task-order based with estimated annual not-to-exceed spending of $1.75 million in 2026 declining to $750,000 in 2030, funded primarily through Federal Highway Administration (FHWA-PL) and Federal Transit Administration (FTA-MPP) grants administered by New York State Department of Transportation. The initial term is three years with options for two additional one-year extensions plus potential extension for up to two additional months. Pricing is time-and-materials with hourly rates organized into eight billing levels applied uniformly to prime consultants and subconsultants; rates remain fixed until contract year changes. The County anticipates awarding a primary consultant with subconsultants but reserves the right to award multiple contracts. All deliverables become County property except pre-existing methodologies, templates, software tools, and intellectual property unless County funds developed them. Interviews and site visits are scheduled for the week of September 21, 2026, with contract award anticipated for the week of September 28, 2026. Additional addenda are expected on or about August 11, 2026.
