About this opportunity
Westchester County Department of Public Works and Transportation is soliciting proposals for on-call transit consulting services to support Bee-Line Bus Service under RFP posted August 5, 2026, with proposals due October 2, 2026 at 4:00 p.m. Eastern Time. Proposers may respond to one or both of two task orders: Transit Procurement Services and Transit Compliance Services.
Transit Procurement Services encompasses capital program management, rolling-stock procurement, bid-process management, and post-award manufacturing oversight. Transit Compliance Services provides technical assistance with Federal Transit Administration Triennial Reviews, safety plans, asset management planning, and operational assessments. Bee-Line operates approximately 60 fixed-route bus lines with a fleet of 325 buses and a paratransit fleet of 123 vehicles. Proposers must carry commercial general liability insurance with $1,000,000 combined single limit and professional liability insurance with $1,000,000 per claim.
The anticipated contract term is five years with an optional five-year renewal. Pricing is based on fully-loaded hourly rates for various staff classifications provided in Schedule B, including all direct expenses such as supplies, equipment, and travel. The County reserves the right to authorize cost-of-living adjustments based on the Consumer Price Index. All contract obligations are subject to annual appropriations by the Westchester County Board of Legislators.
Evaluation weighs firm qualifications and experience at 20 points, key staff qualifications and experience at 40 points, proposed work plan and approach at 15 points, and cost proposal at 25 points. Proposals must be submitted in hard copy (one original and four copies) and electronic format (PDF on USB drive), with separate submission of cost and non-cost materials. Questions are due September 2, 2026, with written responses posted by September 9, 2026. Proposers must complete minority and women business enterprise questionnaires, criminal background disclosures, and MacBride Principles certification.
