About this opportunity
Humble Independent School District is issuing a recurring or rolling RFP for district-wide transportation fleet repairs, maintenance services, and related ancillary services, with proposals due August 11, 2026 and a rolling final issue date of March 12, 2029. Multiple vendors will be awarded and placed on an approved vendor list for on-call, as-needed service delivery.
The District operates a fleet of over 300 buses, sedans, SUVs, vans, pickup trucks, utility trailers, and specialized vehicles across 47 campuses serving approximately 48,000 students and transporting more than 15,000 students daily. The scope encompasses preventative maintenance, tire and alignment services, brake service and repair, automotive air conditioning and refrigeration services, electrical specialty work, general automotive repairs, bus body repair and painting, vehicle interior and floor replacement, and supplemental repair services. The District currently spends over $50,000 annually on these services.
The contract term runs from the award date through June 30, 2029, with potential month-to-month extensions by mutual agreement. Pricing must exclude Texas State Sales Tax and be quoted F.O.B. with shipping included for inside delivery to Humble ISD. The District pays invoices within 30 days of receipt. No work may commence without a properly executed District purchase order.
Evaluation is weighted as follows: price (30 points), references and acceptance of District procurement procedures (20 points), vendor reputation and quality (20 points), extent to which services meet district needs (15 points), long-term cost to the district (10 points), and vendor's past relationship with the district (5 points). All awarded vendors must submit Certificates of Insurance including Workers' Compensation statutory limits, General Liability of $1 million per occurrence, Commercial Auto Liability of $1 million per occurrence, and Umbrella Liability of $5 million. Price increases require 45 days' written notice with supporting documentation and prior approval from the Assistant Director of Purchasing, evaluated using the Consumer Price Index.
