About this opportunity

The University of North Carolina at Charlotte is requesting proposals for a chartered transportation dispatch software solution to manage fleet operations, charter reservations, scheduling, billing, and reporting for group travel arranged by campus departments and sanctioned student organizations, with proposals due July 28, 2026 at 2:00 PM ET and mandatory attendance at a pre-proposal meeting on July 10, 2026 at 1:00 PM ET via Zoom.

Vendors must be registered with the North Carolina Secretary of State and possess a valid eVP number. HUB participation is encouraged with a 10% subcontractor utilization goal. Vendors must demonstrate financial stability through certification, submit three customer references, and provide evidence of SOC2, SOC3, or ISO compliance. The solution must integrate Single Sign-On with MS Entra ID, comply with ADA and WCAG 2.1 AA accessibility standards, and include robust data security and disaster recovery provisions.

The contract carries an initial three-year term with the University retaining the option to renew for up to five additional one-year terms. The University reserves the right to make a single award or separate awards to different vendors. Proposals will be evaluated on vendor background and qualifications (10 points), project organization and implementation plan (15 points), technical approach and system capabilities (35 points), customer-facing and operational experience (25 points), and financial proposal (15 points). The vendor with the lowest cost receives the maximum 15 financial points, with others scored proportionally.

Vendors must submit comprehensive financial proposals detailing software costs, professional services, training, maintenance and support, hardware, and licensing over the entire contract term including optional renewals. Written questions are due July 13, 2026 at 12:00 PM ET, with responses provided July 16, 2026. Attendance at the mandatory pre-proposal meeting is required; vendors failing to attend will have their proposals deemed non-responsive. The University requires compliance with the North Carolina General Terms and Conditions and execution of its Data Protection Agreement. Standard net 30-day payment terms apply following invoice receipt and work acceptance.
