About this opportunity
The Michigan Department of Technology, Management and Budget is requesting proposals for a Commercial Off-the-Shelf (COTS) or Software-as-a-Service (SaaS) transportation data management system to support the Michigan Department of Transportation's federally required traffic monitoring program, with proposals due October 30, 2026 at 11:59 a.m. Eastern.
The system must manage traffic data collection and processing across Michigan's 120,000-mile road network. Core capabilities include managing traffic count locations, scheduling and tracking counts, uploading and validating raw data, automating data integration from local partners, generating required traffic statistics, providing map-based data access, supporting FHWA reporting, and integrating with Esri Roads and Highways. Bidders must submit technical proposals in modifiable format through the michigan.gov/SIGMAVSS portal and pricing separately on Schedule B. The procurement requires completion of multiple schedules addressing Statement of Work, Business Specification Worksheet, Insurance Requirements, Service Level Agreement, Data Security Requirements, Disaster Recovery Plan, Transition In and Out Plan, and Federal Provision Addendum with Byrd Anti-Lobbying Certification.
Technical evaluation will be scored on a 100-point scale: Company Background (10 points), Staffing (5 points), Project Scope (30 points), and Solution Requirements/Specifications (55 points). Only proposals receiving 80 or more points will have pricing evaluated. The State reserves the right to conduct on-site visits, oral presentations, proof of concept demonstrations, and interviews during evaluation. The anticipated contract begin date is July 6, 2027, with an initial period and renewal options of up to five additional one-year periods at the State's sole discretion. Contracts exceeding $250,000 require State Administrative Board approval. Questions are due October 9, 2026, with anticipated answers posted by October 16, 2026. All proposal materials become public record upon receipt.
