About this opportunity

Charlotte Douglas International Airport (CLT), operated by the City of Charlotte, North Carolina, is requesting sealed bids for construction of a Baggage Handling System Transfer Line (TX3) under ITB with bids due October 8, 2026, at 2:00 p.m. ET and a mandatory pre-bid meeting on September 22, 2026, at 9:00 a.m. ET. The City has established a Charlotte Business Inclusion Small Business Enterprise goal of 8 percent for this project.

The scope includes installing a new transfer line west of Make Up Unit 4 in the existing Bag Room; installing an Automatic Tag Reading array and Closed-Circuit Television monitoring for the transfer line; restriping existing bag room roadways to convert bi-directional lanes into one-way lanes; and reconfiguring the ME2 line to intercept no-reads or lost bags. Contractors must identify subcontractors for electrical, mechanical, plumbing, and fire protection work if project costs exceed $300,000. The project is subject to Title VI Civil Rights Act provisions, FAA requirements, North Carolina state law, airport security requirements including TSA screening and SIDA badge compliance, E-Verify requirements, and the Iran and Companies that Boycott Israel Divestment Acts.

Contract time is 280 calendar days from Notice to Proceed, with an additional 60 calendar days for final completion including all submittals. Liquidated damages are assessed at $1,000 per calendar day for failure to meet either Substantial Completion or Final Completion deadlines. A bid security of 5 percent of the Base Bid amount is required. Upon notice of award, the contractor must furnish performance and payment bonds each equal to the contract sum. The Owner's contingency of $185,000 is controlled solely by the City and is not available to the contractor unless expressly authorized through written Contingency Authorization. Bidders must register for visitor passes by 8:00 a.m. ET on September 21, 2026, to attend the mandatory site tour at CLT Center. Sealed bids are due via Microsoft Teams.
