About this opportunity

The County of Los Angeles Sheriff's Department is seeking qualified vendors to enter into Master Agreements for Trailing Bloodhound Canine and Handler Investigative Services to support the Homicide Bureau on an as-needed basis. The procurement is a Request for Statement of Qualifications (RFSQ) focused on securing specialized investigative services involving scent-trailing and tracking. Vendors must provide at least one certified handler and one scent-trailing bloodhound canine, along with necessary tools and equipment to perform investigative services. Mandatory qualifications include submitting two professional references for similar services and demonstrating specific handler and canine certifications. Required certifications for handlers include scent-specific man-trailing certification from an accredited canine training facility, basic first aid and CPR certification. Canine requirements include certification in scent-specific man-trailing across various geographical terrains and up-to-date vaccinations, particularly rabies. The solicitation was posted on January 9, 2020, with a submission deadline of January 16, 3025.

The RFSQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. No information was provided about incumbent vendors or existing infrastructure requirements. The solicitation focuses on the technical qualifications of the handler-canine teams rather than organizational characteristics. While no specific award value or budget range was stated, the Master Agreements are structured for as-needed services, suggesting flexibility in potential contract volume and compensation. Vendors must submit comprehensive documentation in their Statement of Qualifications, including all certifications and proof of qualifications as specified in the RFSQ exhibits. The procurement appears designed to establish a pool of pre-qualified vendors who can be called upon by the Homicide Bureau when specialized trailing and tracking investigative services are required.
