About this opportunity
The City of Arcadia is requesting sealed bids for traffic signal upgrades and fiber network extensions across three work areas under Project No. 41852326, with bids due August 27, 2026 at 11:00 a.m. at the City Clerk's office. This is a prevailing-wage public works project requiring current California contractor licenses in classifications A and C-10, and all contractors and subcontractors must be registered with the California Department of Industrial Relations.
The scope spans fiber network extensions along Las Tunas Drive from Baldwin Avenue to El Monte Avenue (conduit, fiber optic cable, tracer wire, maxcell product, pull boxes, detector loop cable, and traffic signal communication components with termination and splicing through existing City cabinets); fiber network extensions along Huntington Drive from Santa Clara Street to Second Avenue (conduit, fiber optic cable, tracer wire, communication equipment, and termination/splicing from existing Southern California Edison pedestals to existing City cabinets); and traffic signal upgrades at Baldwin Avenue and Las Tunas Drive (new conduit, poles, push buttons, vehicle and pedestrian heads, video detection cameras, CCTV cameras, wiring, and miscellaneous signal equipment). The project comprises 42 bid line items including mobilization, temporary traffic control, clearing and grubbing, survey work, and restoration work.
The contract duration is 90 working days from the Notice to Proceed. Bid security of not less than 10 percent of the total bid price is required; the successful bidder must provide Faithful Performance and Labor and Material Payment Bonds each equal to 100 percent of the contract price. The City will award to the lowest responsive, responsible bidder based on the Base Bid alone. Unit price work applies with estimated quantities for bid comparison purposes; final payment is determined by actual measured quantities. Subcontractors performing work exceeding 0.5 percent of the total bid price must be identified in the bid submission. Liquidated damages apply for delays beyond the contract completion date. No pre-bid conference will be held.
