About this opportunity

Lower Gwynedd Township is seeking sealed proposals for a traffic signal pole replacement project at the intersection of Bethlehem Pike and Penllyn Pike in Montgomery County, Pennsylvania. The procurement is a public works infrastructure project focused on upgrading and replacing existing traffic signal infrastructure. Bids will be accepted exclusively through PennBID's online platform until 10:00 AM on October 10, 2025, with questions required to be submitted by October 3, 2025, at 5:00 PM. All bidders must be PennDOT pre-qualified contractors and must comply with Pennsylvania Prevailing Wage Act requirements. Prospective contractors are required to submit a bid bond or certified check for 10% of their total bid and must establish proof of competency and responsibility in accordance with Pennsylvania regulatory standards. Evaluation criteria will include contractor qualifications, compliance with bid specifications, and ability to meet technical requirements outlined in the construction plans and bid documents.

The contract opportunity does not specify explicit set-aside designations for disadvantaged businesses. All bidders, including potential subcontractors, must be pre-qualified PennDOT contractors, which may limit participation to contractors with specific technical and financial capabilities. Bidders must complete multiple forms including a Contractors Qualification Statement, Non-Collusion Affidavit, Public Works Employment Verification Form, and Worker Protection and Investment Certification Form. While no specific budget range is explicitly stated, the comprehensive documentation and pre-qualification requirements suggest this is a significant infrastructure project. Bidders are prohibited from withdrawing their proposals for 60 days after the bid opening, during which time Lower Gwynedd Township will review submissions and investigate bidder qualifications. The project involves replacing traffic signal poles at a specific intersection, indicating a targeted, infrastructure-focused procurement with precise technical specifications.
