About this opportunity
The Texas Department of Transportation (TxDOT) is requesting proposals for vendor-operated Traffic Management Center services to staff, operate, monitor, and manage signal and ITS assets within construction projects administered by TxDOT and the Central Texas Construction Partnership Program, with proposals due October 29, 2026.
The scope requires a vendor to establish and operate a TMC supporting construction projects across Travis County and multiple Austin city jurisdictions. Deliverables include staffing, 24/7 operations monitoring, signal and ITS asset management, and coordination with TxDOT. The vendor must comply with TxDOT's Information Security Controls Standards Catalog and submit a completed Security Questionnaire within seven business days of request. Subcontracting is probable, and respondents must submit a comprehensive subcontracting plan.
Contract terms are not guaranteed: TxDOT will issue blanket purchase order releases (BPORs) based on operational requirements up to an aggregate contract amount, with no minimum compensation or quantity guarantee. Pricing must be submitted on a unit-price basis, F.O.B. destination, with freight prepaid and included. The tentative contract award date is January 1, 2026. The contract is not exclusive and is subject to termination without penalty if state funds become unavailable.
Evaluation uses weighted scoring: vendor qualifications and experience (25 points), respondent's approach to meeting SOW requirements (45 points), and pricing (30 points). Down-selected respondents may be required to participate in oral presentations, discussions, and negotiations.
Respondents must demonstrate financial stability by submitting audited or un-audited financial statements for the past three years at the lowest feasible level and additional financial-capability documentation. A non-mandatory pre-response conference is scheduled for October 7, 2026, at 10:00 AM Central Time via Microsoft Teams. Questions are due October 12, 2026, with TxDOT's responses posted by October 15, 2026. Successful respondents may be required to attend a post-award meeting within ten business days after award. Debriefing meetings may be requested within thirty calendar days of award posting.
