About this opportunity

Henrico County, Virginia Department of Finance, Purchasing Division is requesting proposals for traffic and roadway engineering professional services under RFP-26-2984-7JLW, with proposals due August 26, 2026 at 2:00 p.m. via the Commonwealth of Virginia's eVA platform. Award is anticipated to be made to multiple offerors, with work assignments distributed equitably based on staff availability and area expertise, though the County does not guarantee equal distribution of projects or fees among selected firms.

Offerors must demonstrate three years of regular engagement in professional engineering services in Virginia, hold current professional licenses through the Virginia Board for Architects, Professional Engineers, Land Surveyors, and Landscape Architects, and provide evidence of knowledge of Henrico County standards and regulations. Professional liability insurance of $2 million per occurrence is required. All firms must register with the Virginia State Corporation Commission prior to proposal submission and comply with federal nondiscrimination regulations, Davis-Bacon wage requirements, and federal immigration restrictions.

The scope encompasses traffic studies, signal designs, corridor studies, pedestrian and bike safety projects, roadway maintenance and improvement projects, landscaping and streetscape improvements, design-build support, utility relocation coordination, and right-of-way assistance. Projects may be funded through County, State, or Federal resources including Highway Safety Improvement Program, Congestion Mitigation and Air Quality Improvements, Surface Transportation Block Grant, Carbon Reduction Program, Community Development Block Grant, and VDOT Revenue Sharing programs. Individual project fees shall not exceed $2.5 million; total fees in any one-year contract term shall not exceed $10 million.

The contract term runs one year from April 1, 2027 through March 31, 2028, with renewal options for up to three additional one-year periods at the County's sole discretion, not to exceed four years total. Pricing is determined on a time and material not-to-exceed basis with fees negotiated during contract award rather than submitted with initial proposals. Oral interviews are anticipated for September 2026, with contract award in February 2027 and service commencement April 1, 2027. The County retains full ownership of all deliverables and work products.
