About this opportunity

Texas Parks and Wildlife Department (TPWD) is requesting bids for refuse and trash collection, recycling collection, removal, and disposal services at Purtis Creek State Park, located at 14225 FM 316 Eustace, Texas, with bids due August 5, 2026 at 2:00 p.m. CST.

The scope includes routine weekly trash and refuse collection (Monday through Friday, 8:00 a.m. to 4:00 p.m.) from ten 6-cubic-yard containers, and pricing for two 20-yard roll-off containers with delivery, pickup, haul-off, and overage fees. Bidders must quote line items 1–4 (mandatory) and are highly encouraged to quote all additional optional line items. Pricing must include administrative fees, fuel surcharges, delivery, pickup, and disposal costs on a monthly basis.

The initial contract term runs September 1, 2026, through August 31, 2028, with an option to renew for three additional one-year periods subject to mutual written agreement and fund availability. The contract price may be adjusted periodically for increases in landfill disposal fees with proper documentation, limited to one increase per twelve-month period.

Minimum qualifications require at least three years of experience providing similar services. Bidders must submit Exhibit A (Company Profile) and Exhibit B (Past Projects with Corresponding References) and be available for reference verification within ten working days of bid evaluation. Contractors must obtain and maintain workers' compensation (if applicable), commercial general liability with minimum $500,000 per occurrence and $1,000,000 aggregate limits, and automobile liability with $500,000 combined single limit, with the State of Texas named as additional insured and loss payee.

Award will be made to the responsive bidder whose quote represents best value to TPWD, considering price, qualifications, experience, delivery and service schedule, past performance, and life cycle costs. Site visits are highly encouraged; contact Park Superintendent Aaron Johnston at 903-340-6356 to schedule.
