About this opportunity
The Miami-Dade Transportation Planning Organization (TPO), acting through Miami-Dade County's Strategic Procurement Department, is requesting proposals for state legislative advocacy services under RFP0000021, with proposals due August 24, 2026 and a pre-proposal conference scheduled for August 5, 2026 at 2:00 p.m. via Microsoft Teams. A 10 percent preference for Miami-Dade County Certified Small Business Enterprises and a 5 percent preference for Local Certified Veteran Business Enterprises apply; a local business preference also applies if a non-local proposer ranks highest and a local proposer ranks within 5 percent of that score.
The scope encompasses state-level legislative representation and advocacy on behalf of the TPO, with emphasis on the Strategic Miami Area Rapid Transit (SMART) Program and related transportation priorities. The selected contractor must provide legislative monitoring, policy analysis, strategic advocacy, relationship management with governmental entities and stakeholders, representation before the Florida Legislature, Governor's Office, and Florida Department of Transportation, and assistance with securing funding. Deliverables include an annual written legislative strategy aligned with the TPO's Legislative Platform, monthly written status reports on pending legislation and budgetary issues, as-needed reports on legislative developments, and an annual summary due June 1. The contractor must strictly comply with Miami-Dade County conflict-of-interest ordinances and lobbying regulations, notify the TPO Executive Director of all parties it intends to represent, and disclose actual or perceived conflicts. All subcontractors require prior approval from the TPO Governing Board.
The contract term is five years with renewal options upon mutual written agreement; the County may extend for up to an additional 180 calendar days. Total compensation is fixed at $75,000 per year, firm throughout the contract term and any extensions. The contractor must maintain commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, and professional liability of $1 million per claim. The contract is subject to a 2 percent County User Access Program fee and a 0.25 percent Inspector General audit fee.
Proposals are evaluated on three technical criteria totaling 100 points: Proposer's Relevant Experience, Qualifications and Past Performance (20 points); Relevant Experience and Qualifications of Key Personnel, Subcontractors, and Key Personnel of Subcontractors (40 points); and Proposer's Approach to Providing Services (40 points). Price is not evaluated. Evaluation and award are projected for September through December 2026.
