The Town of West Hartford, Connecticut is soliciting bids for Townwide Trade Labor Services (Bid #270001) on an as-needed basis for the period August 1, 2026 through July 31, 2027, with potential extension for two additional one-year terms, with bids due July 29, 2026 at 2:00 PM EST and questions due July 19, 2026 by 11:59 PM.

Individual projects involving hazardous or regulated materials such as asbestos, lead-based paint, or mold are explicitly excluded from this contract.

Pricing is established through unit pricing and hourly rates submitted in bidders' responses, with labor rates differentiated for standard working hours, overtime (time and a half), weekend work, and holiday work. Prevailing wage requirements apply where applicable under Connecticut General Statute Section 31-53(a). Contractors must maintain Commercial General Liability insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 annual aggregate, Business Automobile Liability of $1,000,000 per occurrence, and a $2,000,000 Umbrella/Excess Liability policy, with the Town of West Hartford and West Hartford Board of Education named as Additional Insureds. Bid Surety bonding of 10 percent is required if applicable. For projects anticipated to exceed $24,999 in total contract value, approval from the Purchasing Agent is required. Payment terms require payment within 45 days of acceptance of goods or services, or 25 days if State funds are utilized.
