About this opportunity

The Town of Windsor is soliciting qualifications and proposals from consulting firms to develop Stormwater Pollution Prevention Plans (SWPPP) for three municipal facilities in accordance with the Connecticut Department of Energy and Environmental Protection Commercial Stormwater General Permit, with proposals due August 26, 2026 at 2:00 p.m. Questions are due August 18, 2026.

The scope encompasses three locations: Windsor High School (50 Sage Park Road), Sage Park Middle School (25 Sage Park Road), and L.P. Wilson Community Center (599 Matianuck Avenue). The selected firm will conduct survey and design services to develop SWPPP documentation, implementation plans, and permit registration for submission to CT DEEP by December 1, 2026. The scope also includes one year of monitoring services, renewable annually for up to five years. Respondents may propose variations to the stated scope, which must be clearly identified in their submissions.

All work must be directed by professional engineers and land surveyors licensed by the State of Connecticut. The Town requires selected firms to be adequately sized and staffed to perform the full scope and to comply with all municipal, state, and federal affirmative action and equal employment opportunity practices.

The evaluation process prioritizes recent relevant experience since 2021, qualifications and experience of key personnel, references, and past performance for the Town. A short-list of finalists will be developed based on qualification packages, with fee proposals reviewed only for short-listed firms. The Town reserves the right to negotiate costs and contract with any firm or none if not in the Town's best interests.

Cost proposals must address all work elements with sufficient detail including task descriptions, hours, hourly rates, and total costs, presented separately for each of the three properties. Monitoring costs should be presented as quantified assumptions based on consultant experience. The contract term and pricing are negotiable. Proposals should be submitted to Jenna Zinky, P.E., Town Engineer, at Windsor Town Hall; questions directed to zinky@windsorct.gov.
