About this opportunity
The New York State Department of Agriculture and Markets is soliciting quotes for towing services at the 2026 NYS Fair under State Finance Law Section 163(6), with quotes due August 7, 2026 at 3:00 p.m. This procurement is not a competitive bid; it is a discretionary purchase from New York State small businesses and certified minority-owned, women-owned, and disadvantaged business enterprises. No MWBE or DBE set-aside goals apply (both 0.00%).
The scope comprises two distinct service lots. Lot #1 covers departmental towing for NYS Fair operations during pre-fair (August 24–25, 9:00 a.m.–8:00 p.m.) and fair dates (August 26–September 7, 8:00 a.m.–midnight), requiring one tow vehicle capable of handling passenger cars, lightweight trucks, and heavy trucks up to 40,000 pounds. Lot #2 seeks up to three preferred vendors for roadside assistance to fairgoers during the fair (August 26–September 7, 8:00 a.m.–midnight), with a 30-minute response time requirement and services including towing, jump-starting, lockout assistance, tire changes, and fuel delivery.
Vendors must submit a completed quote sheet, equipment list with make, model, and year, two verifiable references, and for Lot #2 a detailed price list for each service. For Lot #1, payment is based on actual tows at the vendor's hourly rate; for Lot #2, fairgoers pay the vendor directly and the contractor submits a detailed report within 30 days of fair conclusion. All trucks must be properly registered, inspected, and insured; drivers must hold appropriate licenses and wear identifiable uniforms.
Insurance requirements are $1,000,000 public liability (naming the State as additional insured) and a minimum of $50,000 garage keepers legal liability. Contractors must comply with New York State Workers' Compensation and Labor Laws. The incumbent is Blue Line Automotive, a Service-Disabled Veteran-Owned Business. Quotes must be directed to Barbara Godfrey, Division of State Fair, and all vendor communication must go through this designated contact only.
