Pricing must be submitted with separate line items categorized by vehicle class (10,000 GVW or less; 10,000 GVW or more including Class VI; and Class VII or VIII vehicles) and location (within or outside Sanford city limits), plus per-mile charges for out-of-area services, per-axle fees for driveshaft/axle removal, hourly rates for winching and recovery, and rates for heavy equipment hauling and over-the-road rig towing. Prices shall remain firm for the initial one-year term; thereafter, price adjustments may be considered based on the Consumer Price Index, with renewal proposals due no sooner than 60 days and no later than 45 days before contract renewal.

The contract term is one year with options for up to four additional one-year renewals, not to exceed five years total. Services are required primarily within Sanford city limits, though requests may occasionally extend to the central Florida area. The vendor must provide comprehensive insurance coverage including workers' compensation, commercial general liability, and comprehensive auto liability with the City named as additional insured. The successful bidder will enter a 90-day probationary period during which performance may be evaluated for potential termination. Payment terms are net 30 days upon delivery and acceptance in accordance with Florida's Prompt Payment Act.
