About this opportunity

The Hampton Roads Transportation Accountability Commission (HRTAC), a political subdivision of the Commonwealth of Virginia, is requesting proposals for tolling consultant services to support implementation and operation of electronic toll collections on the Hampton Roads Express Lane (HREL) Network, with proposals due October 7, 2026 at 2:00 p.m. EDT. Questions must be submitted by September 17, 2026, and addenda will be posted by September 24, 2026.

HRTAC will assume operations and maintenance of the entire 45-mile HREL network in 2027 following completion of the Hampton Roads Bridge Tunnel project. The network spans I-64 from west of Denbigh Boulevard in Newport News to the Bowers Hill Interchange in Chesapeake and features dynamic toll pricing based on real-time congestion. The consultant will provide operational reviews and reporting, tolling cost data analysis, independent operating and maintenance estimates, traffic analysis, vendor performance review and selection, contract development and amendment assistance, and integration expertise for future network segments.

The contract term is five years from execution with potential renewal for up to two successive one-year periods. Pricing shall be all-inclusive by labor category with no additional fees permitted unless authorized by HRTAC. The selected consultant must demonstrate a minimum of five years of experience with dynamic tolling, preferably with public sector or government organizations, and must possess knowledge of tolling operations in the Commonwealth of Virginia. Staffing must be maintained in Virginia, and subcontracting is prohibited without prior written agreement.

Evaluation criteria weighted as follows: relevant firm experience and technical expertise (35 points), quality and clarity of scope and methodology (15 points), qualifications of assigned staff and key personnel (20 points), past performance and references (10 points), cost competitiveness (15 points), and DBE/SWaM participation (5 points). Insurance requirements include Worker's Compensation, Employer's Liability ($100,000), Commercial General Liability ($1,000,000 combined single limit), and Professional Liability Insurance ($1,000,000 per incident/$2,000,000 aggregate). Oral presentations are scheduled for November 5, 2026, with contract award anticipated by December 21, 2026. Proposals are valid for 90 days. Submit one hard copy original and one electronic PDF copy to Danetta M. Jankosky, Procurement Officer, Hampton Roads Transportation Accountability Commission, 723 Woodlake Drive, Chesapeake, VA 23320, or via email to djankosky@hrtac.org.
